RECOMMENDED ACTION: Motion to approve authorizing the City to enter into a contract
with CNH Architects to provide architectural services for interior improvement projects at
the Family Resource Center being funded by CDBG - R funds.
ISSUE
The City has been awarded a CDBG -R Grant (Community Development Block Grant, Recovery) from
the U.S. Department of Housing and Urban Development (HUD) to pay for improvements to the Family
Resource Center. The grant is for $75,000 and is locally managed by the Dakota County Community
Development Agency. The funds are indentified to cover the cost of the plans and specifications, project
documents, all construction materials, and installation and labor for a number of improvement projects at
the Rosemount Family Resource Center. Attachment A details the proposed improvements to the Center.
One of the many requirements for spending the Recovery Act grant funds is that we need to receive
proposals for professional services. Staff created a Request for Proposal (Attachment B) and sent it out to
four local architects. Staff then reviewed and scored the proposals we received using an equally weighted
scoring system (Attachment C). Listed below are the names of the firms, their proposed cost, and the
score of their overall proposal.

Resource Center but was outside of the CDBG -R project scope of work.
The City is also required to provide proof through meeting minutes that contracting for the
services was approved by the City Council.
SUMMARY
Staff is recommending the City Council approve authorizing the City to enter into a contract with CNH
Architects to provide architectural services for interior improvement projects at The Family Resource
Center being funded by CDBG -R funds.

Dear Ms. Maurer,
On behalf of CNH Architects, thank you for considering our firm for the Rosemount Family Resource Center Improvements
project.
CNH Architects has been providing architectural and engineering services for our community for over 50 years. A major
portion of our work includes designs for municipal and public clients, making us very familiar with the requirements of
publicly funded work such as this project. Many of these clients have been local municipalities including Apple Valley, Eagan,
Farmington, and of course other projects for the City of Rosemount. We also regularly work with not - for -profit clients with
very similar program needs as the Family Resource Center. In particular, we are designing the renovations for the Lewis
House for Community Action Council which also received CDBG -R Grant money. As part of the Lewis House project, I have
already received additional training from Dakota County CDA personnel on the special specification and documentation
requirements unique to the CDBG -R Grants. In addition to CAC, our not - for - profit clients include multiple projects for
Wilder Foundation, YMCA, as well as Minnesota Valley Humane Society.
Our proposal responds to the RFP presented with the purpose of demonstrating our experience, capabilities, and commitment
to provide the City of Rosemount with a quality design team and creative options to meet the needs of the Rosemount Family
Resource Center facility and staff. Our past projects have included many similar projects particularly including kitchen
remodels, insulation upgrades and energy - efficient HVAC installations.
Likewise, CNH Architects is very committed to energy conservation and sustainability as demonstrated by our entire design
staff having achieved LEED accreditation. While this project is limited in scope, we will use our expertise to evaluate the
best energy saving and sustainable approaches to each aspect of your project scope. Whether this be an energy efficient
furnace replacement, insulation improvements, or lighting upgrades; each decision will evaluate budget cost and return on
investment. We have also found that many sustainable choices are in areas besides energy efficiency. Items such as low VOC
products or daylighting will result in better interior environments, often with little or no impact on the project budget.

architectural design, engineering, interior planning
and landscape architecture for corporate, commercial,
manufacturing, and recreational facility owners as well as
government agencies. The Principals, John Natwick, Wayne
Hilbert, and Quinn Hutson are directly responsible for all
design work.
CNH Architects has a staff with advanced training and
certification in several areas including certified interior
designers, certified construction specifier, five LEED
Accredited Professionals and NCARB certification.
With an efficient project team and over 50 years of experience,
CNH Architects has a strong reputation for well thought -out
design plans and personal attention to client requirements.
CNH stresses strong basic design, quality contract documents,
close communications with clients, and an intense field review
and follow -up program. We are organized to assume full,
single source responsibility for a thoroughly integrated and
cost effective service. From a project's beginning, program,
budget, and schedule are established, and a team of experts
is assembled under the principal and project manager to
assure that elements are addressed, questions answered, and

The work proposed for the Rosemount Family Resource
Center is similar to many projects completed by CNH
Architects and our consultants for both public entities and
private businesses.
CNH Architects focuses on developing a close collaboration
with our client and the project team. We advocate regularly
scheduled team meetings with representatives of the Owner,
Architect, and Engineers (and later the Contractor) to discuss
the project, Owner preferences and ensure follow through of
selected options through the construction process. While our
role as architects is to add value, imagination, and function to
design solutions; our ultimate goal is to design a facility that
meets your needs. Good design is only possible when the focus
remains on the client.

At this initial stage, our team will develop project schedules,
evaluate existing conditions, review space needs, and learn
what the City of Rosemount's vision is for this new project.

ultimate goal is to design a facility that meets your needs.

SCHEMATIC DESIGN
CNH will start this phase of workby presenting several concepts
and different approaches for solving the program requirements
identified. The design team will walk the city's building design
team through each concept, identifying the pros and cons of
each plan. With discussion, the group together will narrow
the direction from the concepts presented and may initiate
some new directions to investigate. With each meeting, the
group will work to narrow the plans to one strong preliminary
that the group can support. As we move through this process,
the design team will provide the preliminary cost implications
for the different choices discussed.

DESIGN DEVELOPMENT
Once the project has been defined in the pre- design and
schematic design phase, the design would move to the more
detailed process in the design development phase. In this
phase, we will decide on the project details (choosing flooring
materials, deciding on cabinet layout, selecting hardware,
etc.).

CONSTRUCTION DOCUMENTS
Once the design has been established, CNH Architects and our
engineers assemble the drawings, specifications, schedules,
and details that make up the construction documents. We use
nationally recognized specification and drawing software and
systems to create accurate, well- coordinated documents. This
helps to reduce confusion during bidding and construction,
which in turn allows for better pricing and reduced change
orders.

BIDDING
During this phase, CNH Architects and our design team are
available to address contractors' questions as they arise and
help maintain a smooth bidding process. We also handle the

CONSTRUCTION ADMINISTRATION
We feel the success of any project depends on staying on top
of the process from early planning through construction.
Where many firms lose interest in a project after the building
is designed and drawings complete, CNH has found that much
of the success of the project depends on working through the
issues that arise during construction, making sure the client is
represented and protected.

POST - OCCUPANCY
Follow -up and being available for questions are part of our
normal practice. We feel a large reason for our numerous repeat
clients is the service we provide after the project is finished
and occupied. Whether it is a problem that has developed that
needs to be reviewed or just helpful advice on adding some
storage shelves, we make ourselves available to help. This
contact with our building has also given us a great insight into
what is performing well over time and what is not. This insight
allows us to improve on every project we design.

Jay has committed a large percentage of his electrical
engineering career to the promotion of energy conservation
and sustainability within his designs of commercial, industrial,

PROJECT DESCRIPTION
Linder- utilized space was renovated at this office building
to create an employee fitness area and locker rooms. Also
renovated was a section of the lobby to provide room for
additional staff. The renovation design focused on integrating
the new functions into the existing space in a manner to
maximize function and maintain the original aesthetic.

This project is Two - Globes Certified under the Green Globe
rating system and on track to become an Energy Star building.
This facility uses a combination of daylight harvesting, heat
pumps, ventilation air exchange and in -floor radiant heating to
provide comfort and reduce energy consumption.

PROJECT DESCRIPTION
This project included the renovation of approximately 2,500
square feet of this residential style office condominium. The
work included remodeled reception, kitchen, training room,
and connection to the original office space. Finishes and lighting
were upgraded to create a fresh image for the company.

Completed in 2008, this project was the first project in
Minnesota to receive a Green Globe certification. The Green
Building Initiative recognized this project with a "Two Globe"
rating. Using a highly efficient geothermal heat pump system
and ventilation exchange allows this building to greatly reduce
energy usage. The beer coolers are also integrated into the
geothermal system.
SCHOOL OF ENVIRONMENTAL
STUOMS - APPLE VALLEY, MN
Working with the school, local utility, students, and city, this
project involves a green building that supports solar panels and
wind generator. This small display building also has a living
green roof, natural daylighting, and LED lighting.
APPLE VALLEY CITY HALL
Using both Minnesota Sustainable Design Guide and LEED
as outlines for design, this project incorporates multiple
sustainable strategies. It is listed on the Minnesota Office of
Environmental Assistance website as an example of green
architecture. It has also been published in American City
and County Magazine and The National League of Cities for its
sustainable strategies.
ZIEGLER - COLUMSUS, MN
This facility uses a number of energy saving strategies that are
specific to a vehicle shop environment. All ventilated air is
passed through a heat exchanger that is low maintenance and
easily cleaned. Because of the large ventilation requirements
and the dirty exhaust fumes, this system greatly reduces
energy consumption.

CENTER - APPLE VALLEY, MN
Completed in 2009, this project was awarded Two Globes
under the Green Globe rating system and is on track to become
an Energy Star building. This facility uses a combination of
daylight harvesting, heat pumps, ventilation air exchange and
in -floor radiant heating to provide comfort and reduce energy
consumption.

QUALITY CONTROL
There are many aspects to providing a high quality result for
any building project. Most of these ultimately come down
to clear communications between the many groups involved
including the owner, building users, design team, contractor
and individual laborers. CNH Architects has found that the
following are key in order to maintain a quality building and
process.
TEAM MEETINGS
During the design process and extending through the
construction process, we advocate regularly scheduled team
meetings with representatives of the Owner & Architect/
Engineers (and later the Contractor) to discuss design issues,
Owner preferences and ensure follow through of selected
options through the construction process.
MATERIAL EVALUATION
Most of our work is for repeat clients. Through the process of
working on multiple projects with the same clients, we have
observed how materials and systems perform over time. We
find the client's perspective on the maintenance and durability
of products valuable on determining products to be used on
future projects.
Statistics show that only a small portion of the lifetime cost of a
building is incurred during the original construction. Ongoing
costs of course include energy for lighting and HVAC systems,
but regular maintenance and replacement of materials and
systems also have a significant role in the ongoing expense of
the facility.
BUILDING INFORMATION MODELING
CNH Architects uses Autodesk Revit, the leading Building
Information Modeling software, to create a 3- dimensional
computer model of the building as part of the design and
construction document process. Not only does this improve
visualization of the building, but also provides many quality
control features. Since the building is drawn as a single model
instead of separate 2D representations, each view or schedule
incorporated in the drawing set is created from the one model,
eliminating the unintentional variations typical with older 2D
drafting methods.
SPECIFICATION SYSTEM
CNH Architects uses a combination of a nationally recognized
specification system, AIA Masterspec and a Certified
Construction Specifier to review and assemble our project
specifications. This helps to ensure high quality specifications
for your construction project.
SPECIAL INSPECTIONS
Special Inspections of your project is specified by CNH
Architectsandourengineersto complywithcoderequiremems.
Additional testing and inspections are added to the code
requirements to maintain quality control as recommended
by our design team. This testing and inspection, in general,
will be specified to be performed by an independent testing
agency.
CNH Architects believes that imaging is one of the most
important ways to explore and visualize a project's design
along with the client. While for some there is a tendency
to embrace technology as an end in itself, our approach is
that technology only has the value inherent in its ability to
strengthen the communication with the client and improve the
visual development of the project design.
With this goal in mind, CNH Architects uses Revit, the leading
Building Information Modeling (BIM) software, creating a
3- dimensional model of all project designs from schematic
options to final construction documents. This BIM model
can be viewed from any vantage point, allowing the client and
design team to explore the architectural design together in a
visual manner similar to the way the actual building will be
experienced. These images can range from simple 31) views of
schematic building shapes and concepts to realistic renderings
of interior or exterior views, with building materials, natural
daylighting and manufactured lighting all shown in detail.
During the schematic design phase, the use of the images from
the BIM model provides the opportunity for the client to make
decisions regarding multiple design options or future phases
of a facility masterplan with more visual information than
possible with limited renderings or 2D plans and elevations.
Actual material colors and textures can be applied and several
variations evaluated, assisting the Owner and design team in
the Design Development phase. The images developed have
also shown to be very valuable when presenting the selected
design to committees, fundraising groups, and public agencies
when approvals are required or excitement generated.

Based on the information contained in the Request for
Proposal for Architectural services for the Rosemount Family
Resource Center, we would propose a fixed fee of $5,200 plus
reimbursable expenses. This is based on the basic services
described in standard AIA documents and includes the services

Meet the key members of our firm
Architecture
niel J. O'Brien, AIA, CID
Dan graduated from the University of Minnesota with distinction in 1977 with a
professional degree in architecture. He is a licensed architect and certified interior
designer in Minnesota, and a licensed architect in Virginia. Dan has practiced in
Minnesota since 1980. Dan is a member of the American Institute of Architects. He is
LEED trained and currently pursuing accreditation.
In 1985 Dan founded Krech, O'Brien, Mueller & Associates, Inc. along with two
business partners and currently serves as principal and vice president. He is also a partner
in Knollwood IGH Partners, a real estate development company. Dan's practice areas
include commercial and industrial projects, with a specialty in veterinary medical
facilities.
Dan has always been active in community organizations. He is a founding member of
Progress Plus, a public /private non - profit economic development agency and has
continuously served as board member since 1989, including two terms as chairman. He is
active with the Boy Scouts of America and is a Den Leader with his grandson's pack.
Dan's experience at the university during the energy crisis of the 70's taught him the
concepts of sustainable design. He has designed and built super- insulated passive solar
homes, passive mechanical systems, and low -tech machines for human- powered
construction activities including; construction cranes, wall lifting equipment, material
transport equipment, sawmills, and charcoal fired water - heating devices. Dan enjoys
exploring sustainable innovations on a personal scale and continues to develop new
sustainable designs, equipment and tools for small -scale construction projects.
Structural Engineer
ames H. Krech, PE
Jim graduated from the University of Minnesota with distinction in 1972. He has enjoyed
practicing structural engineering for the last 33 years. Prior to being a founding partner of
Krech, O'Brien, Mueller & Associates, Inc. in 1985 he was manager of the A/E
Department at Cenex. In his early career years he was mentored at Horty, Elving &
Associates and Meyer, Borgman & Johnson.
Currently he is registered in 26 states. He is a member of the American Society of Civil
Engineers (ASCE), the local chamber of commerce, and is active in several Christian
ministries. When he is not golfing; you can find him making hardwood lumber on his
sawmill. Recently he rebuilt a 1973 Allis Chalmers 540 4WD Articulating Wheel Loader.
Jim enjoys the challenge of solving a problem.
Architecture
rady R. Mueller, AIA
Brady graduated cum laude from St. Olaf College in 1969 with a degree in art and with
distinction from the University of Minnesota in 1977 with a degree in architecture. After
becoming a partner in the firm in 1987, he has become NCARB certified and a licensed
professional in thirty states and Canada.
Brady is active in the Lakeville Chamber of Commerce, as well as several Christian
ministries and bible studies. Away from the daily routine of the architectural profession,
Brady, who by the way has an identical twin brother, enjoys spending time with his
family, playing golf, reading, biking, and especially developing his photographic skills.
He is currently in the process of developing a series of photographic displays depicting
his family's travels to Florida and Cabo San Lucas, Mexico. Brady's constant companion
in the office is his West Highland terrier, Bimmer, who is being groomed as the next
president of the company.

cent J. DiGiorno, AIA
Vince graduated from the University of Notre Dame in 1986. While he was a student he
spent a year living and studying architecture in Rome, Italy. In 1998, he earned a Masters
of Business Administration at the University of Minnesota. Code analysis and
specifications writing define the details necessary for building beautiful buildings. Since
1990, Vince has studied, applied and taught in -house the specifics of the building code
with a keen understanding of the nuances and details of government regulations. In
addition, he is our chief specifications writer providing product documentation and bid
and construction information.
Architecture
tephen T. Iaria, AIA
Steve graduated from North Dakota State University in 2000 with a Bachelor's Degree of
Science in Environmental Design and a Bachelor's Degree of Architecture. Steve started
at Krech, O'Brien, Mueller & Associates in the summer of 2000. Since then, he has
worked on a wide variety of projects ranging from park shelters to pharmaceutical clean
rooms to retail stores at Mall of America's Nickelodeon Universe. In 2008, Steve passed
his last architecture registration exam and became a licensed architect in Minnesota.

KOMA worked with the Community Action Council leadership group, CAC volunteers,
and the City of Rosemount to develop a long range building expansion concept for the
Rosemount Family Resource Center.. The concept gives context to any remodeling or
improvements to the existing CAC building.

Cost Allocation:
KOMA has the staff available to accomplish the work. Using existing staff we propose
to perform the work as described in the Work Plan for a fee not exceed $10,000,
excluding reimbursable expenses (printing costs of documents for bidding).
Work Plan for Scope of Services:
KOMA has gained experience with the project through previous work efforts with the
City of Rosemount and the Community Action Council.
We have specific knowledge of this actual building, and the goals of this specific phase
of the improvements to the building.
To accomplish the interior remodeling as stated in the RFP, we propose the following:
1. meet with the stakeholders to confirm the goals and objectives. (Dan — 4 hours)
2. prepare a 3D model of the this stage of the project for distribution and approval.

3. prepare a pre -bid package for cost estimating using one of the volunteer members.

4. review the budget estimates and modify the project scope of work to accurately
reflect the most favorable outcome for the owner within the budget. (Dan — 4

The duration of the schedule will be dependant on the speed at which team decisions can
be made. The actual work hours are approximately 122 hours ( approximately 3 weeks).
KOMA is available to start the project in early January and finish the work in a timely

CURRENT PARK SHELTER EXPERIENCE
Richard Fischer Architects completed the design and construction of a park shelter for the
City of Hastings, Minnesota in 2005.. The building is a multi -use facility to be used as a
warming house in the winter and picnic shelter the remainder of the year. The facility is
510 gross square feet, slab on grade, masonry construction with an asphalt shingled roof,
skylight, and hydronic heating in the floor slab. There are two electrically operated
overhead doors within the main part of the building that, when closed, provide shelter for
the warming house and, when opened, convert the facility into an enlarged covered
shelter. There is a unisex toilet, mechanical room, and drinking fountain. The building
construction requires minimal maintenance and is vandal proof. The overall cost for
construction of the building was $127,321.00 The City of Hastings provided the site and
civil work for the project under a separate contract.

Dolejs Associates, Inc. established in 1977, specializes in the design of Mechanical and

The Design Process
The following outline illustrates the phases of design for performing the full basic
architectural services in the planning and construction of the Rosemount Family Resource
Center.
A. Programming: Deciding what to build
Owner's Role:

2. Prepare outline specifications, listing the major building materials and room
finishes as well as a general description of the mechanical and electrical systems.
3. Show owner finishes, furniture, lighting, and other samples as required.
4. Further refine the estimate of construction cost now that more details are known
about the project.

1. Review the drawings to determine how closely the design development documents
meet the original program and budget criteria.
2. Review selection of floor, wall, ceiling finishes, appliances and furniture.

Business and a concentration in Interior Design. She began her career in residential
design and after five years moved into the commercial design field where she has
remained since. Laura joined Krech, O'Brien, Mueller& Associates in 2000.
