Brotzler, PE, Director of PLk.lic AGENDA NO. � Works / City Engineer ATTACHMENTS: Resolution; Map APPROVED BY: RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Plans and Specifications and Ratifying Advertisement for Bids for the 2010 Street Improvement Project, City Project #428 BACKGROUND: On December 15, 2009, the Rosemount City Council authorized the preparation of plans and specifications for the 2010 Street Improvement Project. This project has been designated as City Project #428. At this time, the plans and specifications are complete and copies are on file in the Engineering Department. A brief review of the proposed improvements follows: LOCATION The 2010 Street Improvement Project includes surface improvements to approximately 9 miles of streets in the Country Hills and Le Foret neighborhoods. Surface improvements and roadway rehabilitation are proposed for approximately 1.56 miles of Shannon Parkway between Connemara Trail and McAndrews Road. Additionally, pedestrian improvements are proposed along roadways within these areas as described below. The attached location map illustrates the project area. PROPOSEDIMPROVEMENTS The proposed roadway improvements in the project area include the following. • A pavement mill and overlay on roadways within the Country Hills neighborhood • A pavement mill and overlay on the urban section of Shannon Parkway north of Connemara Trail • A pavement mill and overlay on Connemara Trail from Shannon Parkway to just east of Copper Court • Roadway widening on Shannon Parkway at 133rd Court to accommodate a turn lane to Shannon Park Elementary School • A pavement overlay on roadways within the Le Foret neighborhood • Roadway reclamation on the rural section of Shannon Parkway from 1,200 feet north of Evermoor Parkway to McAndrews Road • Project alternates for the installation of driver feedback signs (either AC power or solar power) G: \ENGPROJ \428 \04062010 CC recplspc- radfyafb.doc Proposed pedestrian improvements in the project area include the following: • Removal of an existing trail and installation of a new 5 foot concrete walk on Dearborn Path, 137th Street West, and Danube Lane • Removal of an existing dead -end trail segment Dane Avenue • A project alternate for the installation of a new 5 foot concrete walk on the east side of Delta Avenue • A project alternate for the installation of a new 5 foot concrete walk on the east side of Shannon Parkway from Connemara Trail to 137`h Street • A project alternate for the installation of a new 5 foot concrete walk on the east side of Shannon Parkway from 137`h Street to Evermoor Parkway • A project alternate for the installation of a new 5 foot concrete walk on the north side of Connemara Trail between Diamond Path and Shannon Parkway • Project alternates to include porous concrete on any or all of segments of concrete walk previously listed as a project alternate SUMMARY: Staff recommends Council receive the plans and specifications and ratify the advertising for bids for the 2010 Street Improvement Project, City Project #428. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2010 - A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND RATIFYING ADVERTISEMENT OF BIDS FOR 2010 STREET IMPROVEMENTS PROJECT CITY PROJECT #428 WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications for the 2010 Street Improvements Project, City Project #428, and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project #428. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specified the work to be done, stating the bids will be publicly opened on April 23, 2010 at 10:00 o'clock a.m. at the Rosemount City Hall in said City, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 %) percent of the amount of such bid. 4. Such advertisement for bids is hereby ratified by the Council. ADOPTED this 6th day of April, 2010. William H.
