Teamsters Labor Agreement 2010-2011%D EXECUTIVE SUMMARY CITY COUNCIL City Council Regular Meeting: March 2, 2010 ISSUE The City of Rosemount and Teamsters, Local No. 320 (Public Works) have negotiated in good -faith and have come to a tentative agreement. BACKGROUND Negotiations with the Teamsters union have been completed for a 2010 through 2011 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: Clarify: 13.5 Only during a downtown snow removal event shall the following occur: Employees shall receive overtime pa oy r cor4p lirrze at time and one half (1 1/2X) paid for all hours worked until the start of their normal scheduled shift. Employees will have to be compensated using one of three (3) ways to complete the hours of their regular scheduled shift at their regular rate of pay: working, using vacation hours or using banked comp time to complete that day with supervisor approval. Replace: 16.2 Compensatory time off, if granted by the EMPLOYER, may be allowed to accumulate to a maximum of eighty (80) hours. Combined accumulation of compensatory time off and vacation will not exceed vacation maximum plus ( +) forty (40) hours. With: 16.2 Employees are allowed to accrue compensatory time to a maximum of forty hours at any given time. Combined accumulation of compensatory time off and vacation will not exceed vacation maximum plus ( +) forty (40) hours. 19.4 Each employee shall be paid at or rrceh)e corn, tiryre eeinpeasated at two (2) times the employee's regular hourly rate for all hours worked on Thanksgiving Day, Christmas Day and New Year's Day. Combined accumulation of compensation time and vacation will not be allowed to be greater than vacation maximum plus ( +) 40 hours. * This proposed change would be similar to language in the other 3 union contracts and the non -union policy. Replace: 29.3 The EMPLOYER will increase the City VEBA contribution by $50.00 in 2009 if the health insurance deductible increases. With: 29.3 The Employer shall contribute $530 into the employee's VEBA or HSA account in January of the Plan year. Employees hired after January 31 will receive a prorated amount. This contribution shall cease at the time that the City no longer participates in the VEBA #830 Plan or HSA Plans. • Article 39, Duration Two year contract: 2010 — 2011 contract. • Appendix A - Wages 2010: Mechanics & Maintenance: 1.5% on January 1 2011: Mechanics & Maintenance: 1.5% on January 1 Appendix B Remove the former employee names and replace with current employees. SUMMARY On February 16, 2010, the Teamsters members voted and approved these contract changes. Therefore, it is requested that Council approve the labor agreement for the Teamsters, Local 320 Collective Bargaining Unit for the years 2010 through 2011 and to authorize the necessary signatures.
