REGULAR WORK SESSION PROCEEDINGS
FEBRUARY 10, 2010
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
held on Wednesday, February 10, 2010 at 6:38 p.m. in the Conference Room at City Hall, 2875 145`h
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members Bills, Weisensel and Shoe - Corrigan
attending. Council Member DeBettignies was late. Staff members present included City
Administrator Johnson, Director of Parks and Recreation Schultz and City Clerk Domeier.
DISCUSSION
2.A. Rosemount Family Resource Center
Director of Park and Recreation Schultz provided a summary of the staff report. He shared
conceptual photos of the future extension plan. Leslie Metzen, of 360 Communities, provided
information about the Family Resource Center. She explained the challenges with outgrowing the
current facility and stated that an expansion would meet the needs of the facility. Ms. Metzen asked
for the City Council approval to move forward in the planning stages and explained the different
funding options available.
Mayor Droste stated the center covers the area around Rosemount. Ms. Metzen stated that from a
standpoint of serving families in crisis — about half come for food from Apple Valley but the other
half are primarily Rosemount. Mayor Droste noted there were a lot of police calls to the center
years ago. He stated that with the good management and volunteers some real positive things have
happened at the center. Council Member Shoe - Corrigan questioned if any public outreach has been
conducted. She talked about the fundraising that could be done throughout the community. Mr.
Schultz stated that the CAC wanted to obtain the support from the City Council before beginning
their fundraising events. Council Member Shoe - Corrigan questioned if the CAC will spend time
building partnerships with other communities benefiting from the center. Ms. Metzen responded
that they will start with local contributions first. Council Member Bills talked about the outreach
with the high school regarding facility space available. Discussion was held regarding the food shelf
opportunities with local churches. Council Member DeBettignies spoke of using former St. Joseph
School as another storage facility. Council Member Bills suggested doing a golf tourney fundraiser
for the expansion.
Ms. Metzen stated the next steps in the process would be to determine a design so prices can be
considered. Following that, a strategy would be determined for fundraising. Council Member
Weisensel suggested using maintenance free materials. A resolution of support will be drafted for an
upcoming City Council meeting.
2.13. Outdoor Athletic Field Study
Director of Parks and Recreation Schultz summarized the review of the use and needs of outdoor
recreation facilities for athletics. He stated that the Facility Study was based upon past practices. He
talked about the many variables that impact the needs including the changes in past practice,
addition of new activities and events, changes in schedules, need for specific sized fields, availability
of school facilities and the number of participants per team. Mr. Schultz provided the projections
for park development through 2020 including the amount of park acreage and use of park
dedication funds. Discussion was held regarding the value of raw land and the potential of projected
park dedication funds changing based upon growth and demand.

Council Member Weisensel questioned the other recreational uses such as volleyball and basketball
because of the gyms at the Community Center and former St. Joseph's Church. He also questioned
outdoor volleyball courts, skate barks, and frisbee golf course usage and projecting those needs.
Mayor Droste spoke of the need for a swimming pool, water park or splash park. Mr. Schultz stated
that RAAA is going to coordinate a study on the indoor facilities. For alternative sports in
Rosemount the frisbee golf course and skate parks have been incredibly popular.
Mr. Schultz provided more information about the projected growth of participation. Discussion
was held regarding the projected growth in specific outdoor sports. Council Member Shoe - Corrigan
questioned that if the participation is declining in area communities would Rosemount be able to
benefit by using those fields. Mr. Schultz stated he would check into the opportunity.
Mr. Schultz provided the outcome of the Facility Study stating the additional fields needed moving
forward. He provided more information about the UMore project and the approximate 27 acres of
land that may be deeded to the City of Rosemount for a future baseball site.
Mr. Schultz talked about the projects identified in 2010 CIP Budget. He provided more information
about the proposed UMORE Athletic Fields including the design. Council Member Weisensel
talked about marketing an athletic park and /or athletic use. He talked about other facilities in the
area in warehouse type buildings that are successful. Mr. Schultz mentioned the Erickson Park
tennis courts. He noted that the Parks Commission has had mixed feelings about the addition of
tennis courts at that park. They recommended spending the 2010 year researching the needs and
determining the best placement. Council Member Shoe - Corrigan talked about building the four or
five fields at UMore we have completed a piece to have a tournament piece. Mr. Schultz provided
additional information about possible community partnerships. The Parks Commission is trying to
meet the baseline community needs to meet the demands for existing sports and growing sports like
lacrosse. Council Member Shoe - Corrigan talked about the projected fields for soccer and baseball
and meeting those needs and the amount of progress. Council Member Shoe - Corrigan commented
on clustering tennis courts and having neighborhood tennis courts. Council Member Weisensel
agreed with her that there was a need for both in Rosemount. Mayor Droste stated that tennis
courts are located demographically. Council Member Shoe - Corrigan stated that tennis courts are
used by upper income and lower income so if programs are created in Rosemount more kids could
participate. Mayor Droste was concerned about adding more tennis courts. Council Member
Weisensel stated that adding all fields wasn't the best course and did not see anything wrong with
having more tennis courts. Council Member Shoe - Corrigan felt the City has done a good job of
finding opportunities and prioritizing the needs following a failed referendum.
Mr. Schultz stated staff will continue to work with UMORE on the potential fields. He added that
further discussion about the tennis courts was needed and that the Park Commission will continue
to discuss the addition of more courts. Council Member Shoe - Corrigan shared her concerns about
the fund balance and did not feel the tennis courts should fall off the map. Council Member Shoe -
Corrigan still wanted to plan for tennis courts and talked about growing programs. Mayor Droste
requested more information on usage data.

2.C. Middle School Co- Curricular Task Force Report
Director of Parks and Recreation Schultz provided information about the task force including their
recommendations. Discussion was held about the staffing, location, costs and programming of
activities. There was a great concern about kids not having the opportunity to participate in the
activities.
2.D. Update on Labor Contracts
City Administrator Johnson provided an update on the status of labor contracts with AFSCME,
Police LELS Sergeants and Teamsters bargaining groups. Per City Council request, discussion at an
upcoming work session will be held regarding City service levels and staffing.
2.E. Payment options for LOGIS police record management
City Administrator Johnson provided the payment options for the software. The City Council
favored paying the lump sum up front over the other options.
UPDATES
3.A. Updates by City Council /Staff
City Administrator Johnson stated that a special work session will be held on Tuesday, February 16,
2010 following the regular meeting. Discussion will be held regarding City Council goals, UMore
gravel mining, the Harmony Development and potential discussion with a property owner regarding
water issues.
City Administrator Johnson stated that staff was fairly certain that the City will receive the CDA
grant for the park and ride.
Mayor Droste stated that Council Members should RSVP to City Clerk Domeier if they plan to
attend the annual birthday of the Rosemount Legion on March 20.
Mayor Droste provided an update on the voting members at the MVTA. He stated that a City of
Savage Planning Commissioner would be appointed to provide an additional vote.
Mayor Droste provided information about Google Fiber for Communities.
Mayor Droste stated that Mr. Piekarski agreed to and executed the settlement previously discussed.
City Clerk Domeier stated that a revised ordinance related to establishing a municipal primary will be
presented at the February 16 meeting. The change in the ordinance reflects the potential date
change for the state primary.
ADJOURNMENT
There being no further business to come before the City Council, Mayor Droste adjourned the
meeting at 10:30 p.m.
