RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of
Plans and Specifications for the Rosewood Village 3rd Addition, City Project #429.
BACKGROUND:
The Rosewood Village 3`d Addition is the next phase of the Rosewood development and is comprised of 6
detached townhome lots surrounded by common open space, outlots for the adjacent failroad'spur and
stormwater pond, and an additional lot for future development. On June 15, 2010 the City Council entered
into a Subdivision Agreement for Rosewood Village 3`d Addition.
The proposed`improvements include the construction of a private street and cul -de -sac that includes
concrete curb and gutter. An additional private roadway is proposed to be extended west from the cul-de-
sac to provide an emergency access for the property west of the Rosewood Village 3`d Addition. Utility
improvements include the construction of water main, sanitary sewer, and storm - sewer.
1. Streets
The street improvements include a private street and cul -de -sac that will be constructed to a width of 28-
feet with modified `S' (surmountable) concrete curb and gutter.. The cul -de -sac will be located on the west
side of the development and an additional 14 foot wide emergency access roadway -will extend to the ,.
railroad tracks to provide an emergency access to the property west of Rosewood Village 3`d Addition.
2. Utility Improvements
Utility improvements include the installation of water main, sanitary sewer, and storm sewer. Water main
and sanitary sewer are proposed to extend to the west edge of the property to provide a future connection
to the property west of Rosewood'Village 3`d Addition.
3. Cost and Funding
The total preliminary estimated project cost is $156,000, which includes a 10% contingency and 30%
indirect costs. The funding for the improvements will be collected from the developer, KJ Walk, Inc.,
who will be funding 100% of project cost. A cash deposit has been received from the developer to fund
costs associated with preparation of plans and specifications for the project.

4. Schedule
It is° anticipated that the public improvements for Rosewood Village 3rd Addition will be started
and fully completed, including all restoration items except the bituminous wear course, by the end of the
construction season.

Staff is requesting that the City Council adopt the attached resolution ordering the project and authorizing
the preparation of plans and specifications for City Project #429.

WHEREAS, KJ Walk, Inc. has requested the City of Rosemount prepare plans.and specifications for
Rosewood Village 3rd Addition Street and Utility-Improvemetifs, City Project #429; and
WHEREAS, KJ Walk, Inc. has deposited the necessary funds with the City for preparation of the plans
fi and specifications for City Project #429; and
WHEREAS, KJ Walk, Inc. acknowledges that this action does not imply or guarantee City Council
approval of the final plat for Rosewood Village 3rd Addition.

NOW THEREFORE BE IT RESOLVED, the City Councitof the City of Rosemount orders the
preparation of plans and specifications for said improvements of City Project #429.
