Works /City Engineer ATTACHMENTS: Resolution, Map APPROVED BY: RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of Plans and Specifications for the Glendalough 3rd Addition, City Project #430. ° BACKGROUND: On August 17, 2004 the Rosemount City Council authorized the preparation of a feasibility report for the Evermoor's Glendalough 5th - 10th Additions Street and Utility Improvements and 'Appurtenant Work as part of City Project #389. Evermoor's Glendalough 5`h — 10`h Additions is a continuation of the Evermoor Glendalough neighborhood. The development consists of 188 single - family residential units located on 97.45 acres located along the north side of Connemara Trail and west of Dodd Boulevard. The Evermoor of Glendalough 5`h — 10`h Additions are generally located in the eastern end of the Evermoor tract and these additions represent the last remaining areas in the Evermoor project. In 2009, the 2009 Glendalough Addition and Glendalough 2nd Addition developments were constructed. The Glendalough 3rd Addition is,the next phase of the development to be completed and is comprised of 29 single - family residential units. This project has been designated as City Project #430. The proposed improvements include the construction of city streets that include concrete curb and gutter and 5 -foot concrete sidewalks. Utility improvements on Coachford Avenue south of 134`h Street include the construction of water main, sanitary sewer, and storm sewer. Utility improvements along 134`h Street and on Coachford Avenue north of 134`" Street only include the construction of lateral storm sewer, as the majority of public utility improvements in the area were previously installed with the'Evermoor's Glendalough 7`h Addition, City Project 401, in 2006. 1. Streets City streets to be constructed as part of the Glendalough 3rd Addition include: • Coachford Avenue • 134`h Street All proposed public streets are to be constructed to a width of 28 -feet with modified `S' (surmountable) concrete curb and gutter and with sidewalks along both ,sides. Utility Improvements Utility improvements on Coachford Avenue south of 134`'' Street include the full construction of water main, sanitary sewer, and storm sewer. Water main, sanitary sewer, and mainline storm sewer improvements along 134`'' Street and on Coachford Avenue north of 134`h Street were previously installed with City. Project 401 in 2006. The'remaining storm sewer improvements proposed to be installed with this project include backyard catchbasins and limited lateral storm sewer and catchbasins within the future roadway. , Storm catchbasins and manholes installed in 2006 with City Project 401 did include castings, and so only adjustments are necessary at this time with roadway construction. The site storm sewer system will be designed for a 10 -year rainfall event. Most of the stormwater runoff from the site will be directed to a large existing closed depression along the north side of the tract. This area has been designated as a regional stormwater management pond area in the Comprehensive Stormwater Management Plan. An existing storm lift station and force main system, again installed with City Project 401, will provide the controlled `outlet for this area and will connect with an existing 18 -inch force main stub constructed as part of the Connemara Trail storm sewer system. 3. Cost and Funding The total preliminary estimated project cost is $595,000, which includes 10% contingency and 30% indirect costs. The funding for the public improvements will be collected from the developer, US Homes Corporation (Lennar), who will fund 100°10 of project costs for streets and utilities. A cash deposit has been received from the developer to fund costs associated with preparation of plans and specifications for the project. ' 4. Schedule It is anticipated that the public improvements for Glendalough 3`d Addition, will be started and fully completed, including all restoration items except the bituminous wear course by the end of the construction season. `The schedule for completion of the remaining Additions of Evermoor's Glendalough development will be determined by the developer, US Homes Corporation (Lennar). SUMMARY: Staff is requesting that the City Council adopt the attached resolution ordering the project and authorizing the preparation of plans and specifications for City Project #430. 2 G:vENGPROJv430v07062010 CC AuthPln &Spec.doc 6 'CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA " RESOLUTION 2010 - , A RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS d FOR GLENDALOUGH 3rd ADDITION STREET AND UTILITY IMPROVMENTS 3 CITY PROJECT #430 WHEREAS, pursuant to the resolutions of the Council adopted on August 17, 2004, a report was "prepared by" the.City Engineer'with reference to the improvement of Evermoor Glendalough 51h -10th Street and Utility a Improvements City- Project #389, and this report was received by the Council on Januafy`18 2005, and WHEREAS, the report provides information regarding whether the proposed projects are necessary, cost - effective, and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY `COUNCIL OF ROSEMOUNT, MINNESOTA: , 1. Such improvements are hereby�ordered as proposed in the Feasibility Report for the project. 2. The City Engineer is hereby ordered. to prepare plans and 'specifications for the making of such improvements within the Glendalough 3rd Addition.
