RECOMMENDED ACTION: Staff is recommending the City Council receive the bids for
the Family Resource Center Improvement Project, accept the low bid and bid alternates 1,
2, 3, 4, 5 and 7 provided by Prestige Builders of Minnesota, and authorize the City to enter
into a contract with Prestige Builders of Minnesota.
ISSUE
The City of Rosemount recently received bids for the work to be completed as part of the Family
Resource Center Improvement Project that is being funded by a $75,000 grant through the Community
Development Block Grant - Recovery funding program. The City received base bid pricing and also pricing
for seven bid alternates.
The improvements that are part of the base bid are listed below, as are each of the bid alternates.
BASE BID
• Repair a water intrusion problem at the northwest corner of the building (move an outdoor
water faucet)
• Remodel the kitchen to meet current requirements of the MN Department of Health for
food preparation and serving to the public. Requires commercial grade equipment (stove,
oven, stainless steel shelving, stainless steel counter tops, wall materials and multiple sinks)
• Replace damaged drywall and install stainless steel corner guards
• Replace manual toilet flush valves with electronic sensors
• Replace manual lavatory faucets with electronic sensors
• Install electric hand dryers in the toilet rooms
BID ALTERNATES
1 Install motion sensor controls in the restrooms, kitchen, and multi -use space
2 Replace floor coverings that are beyond their useful life
3 Add commercial dishwasher to kitchen
4 Remodel the Food Shelf storage area by moving a wall to expand the space
5 Add a commercial microwave to kitchen
6 Replace furnace system with high efficiency system
7 Add a commercial hood to kitchen
When the project was advertised for bid, we were waiting to hear from the Minnesota Department of
Health on what items would need to be included in the project for the kitchen to meet the required
standards for preparing and serving food to the public. Because we were uncertain as to how long it would
take to have the review completed, we felt it was prudent to provide the information to the contractors
and let them include pricing for all potential improvements in their bids. The Department of Health did
end up requesting that we include a commercial dishwasher, commercial hood over the stove and a
commercial microwave, if one was to be used on site.
Based on the direction given to us by the Department of Health, we need to include bid alternates 3, 5 and
7 in the project. 360 Communities has raised $8,000 to help offset the cost of purchasing the dishwasher
and remodeling the storage area for the Food Shelf. A project budget is attached and identifies the
funding and anticipated expenses for the project.
BACKGROUND
The City has been awarded a CDBG -R Grant from the U.S. Department of Housing and Urban
Development (HUD) to pay for improvements to the Family Resource Center. The grant is for $75,000
and is locally managed by the Dakota County Community Development Agency. The funds are indentified
to cover the cost of the plans and specifications, project documents, all construction materials, and
installation and labor for a number of improvement projects at the Rosemount Family Resource Center.
Approximately $6,200 of the grant funds will be spent on architect fees and reimbursables, with the
remainder of the funds to be used for the improvements to the building.
SUMMARY
Staff is recommending the City Council receive the bids for the Family Resource Center Improvement
Project, accept the base bid price and bid alternates 1, 2, 3, 4, 5 and 7 provided by Prestige Builders of
Minnesota and authorize the City to enter into a contract with Prestige Builders of Minnesota.
Staff is recommending not including bid alternate 6 in the project at this time. This will leave us with
$5,650 to be used as contingency funds for the project. Should the contingency funds not be spent, staff
will be working to raise the additional funds needed to cover the cost of replacing the furnace (bid
alternate 6).
