RECOMMENDED ACTION: Motion to authorize the preparation of plans and
specifications for the design of street and intersection improvements for the 2010 Street
Improvements Project, City Project #428 to include widening of Shannon Parkway at the
133'd Court/Shannon Park Elementary entrance to accommodate turn lanes.
BACKGROUND:
At the December 15, 2009 regular Council meeting, the City Council reviewed the option of a roundabout
on Shannon Parkway at the 133`d Court/Shannon Park Elementary entrance intersection, associated with
the 2010 Street Improvements Project, City Project #428. At that time, based on Council review of the
proposed roundabout and need for dedication of right -of -way by Independent School District (ISD) 196
to construct the roundabout option, direction was provided to continue discussions with ISD 196 to
obtain a statement of position in support, or against the construction of the proposed roundabout with the
project.
Based on recent conversations with ISD 196 representatives, the School Board is not in favor of
dedicating the necessary right -of -way for the project. Attached is a letter ISD 196 has drafted outlining
their consideration of the proposed roundabout.
As previously discussed with the City Council, the existing configuration for turn lanes at the Shannon
Park Elementary entrance does not meet intersection layout standards. As an alternate to the proposed
roundabout, it is recommended that Shannon Parkway immediately to the north and south of the school
entrance be widened to accommodate a southbound center left turn lane and northbound right turn lane.
This widening will provide operation and safety benefits at the intersection and without the need for
additional right -of -way and will meet Municipal State Aid design standards.
A summary of the aspects of both alternatives follows:
Modern Roundabout (see attached exhibit for location and illustration of proposed improvements)
• Removes non - standard turn lane configuration
• Improves safety for pedestrians crossing collector roadway
• Provides traffic calming — reduces vehicle speeds through corridor
• Reduces vehicle delay during peak traffic periods (start /end of school)
• Requires posting of no on -street parking through intersection
• Requires approximately 0.5 acres of new right -of -way dedication by ISD 196

• Estimated Total Improvements Cost = $563,700
Shannon Parkway widening (see attached exhibit for location and illustration of proposed improvements)
• Removes non - standard turn lane configuration
• Requires posting of no on -street parking through intersection
• Does not require any additional right -of -way dedication
• Estimated Total Improvements Cost = $196,600
SUMMARY
Based on ISD 196 position, staff recommends City Council authorization to proceed with final design of
the street and intersection improvements on Shannon Parkway to include the widening of Shannon
Parkway at 133`d Court and Shannon Park Elementary entrance to accommodate standard turn lanes.

I am writing in response to our phone conversation regarding the proposed roundabout on Shannon Parkway
and 133rd Court. On December 23, 20091 received your letter about this project and shared it with
Superintendent Berenz and School Board members. As we discussed, this was not handled as an agenda item
with our School Board. Board members have reviewed your letter and supporting materials, along with the
school district administration's recommendation not to pursue this non - district initiative. Superintendent
Berenz asked board members to let her know if they want to further discuss this initiative and board members
have declined her offer.
