CQ. . ATTACHMENTS: None APPROVED BY: OW RECOMMENDED ACTION: Motion to approve the elimination of the Tiny Tots Instructor Position and to authorize staff to issue a notice of layoff. ISSUE At the May 12, 2010 City Council Work Session, staff discussed the elimination of the Tiny Tots program. Staff is recommending that the Parks and Recreation Department discontinue the Tiny Tots program after the completion of the current session which ends on June 11, 2009. The decision to end the program was carefully reviewed by staff and due to our continued drop in participation numbers and the increase in other like programs offered in the community, staff felt it would be best to change how we use our staff resources and recreation facilities. Because we do not intend to the offer the Tiny Tots program in the fall of 2010 and thereafter, the Tiny Tots Instructor position is being recommended for elimination. BACKGROUND The Tiny Tots program is a preschool program that has been held at the Community Center since 1996. Prior to 1994, the program was held at Lighthouse Church. The Tiny Tots program instructor is a part - time position and has historically taught classes three to five days per week during the school year. The position has averaged between 13 and 36 hours per week based on class enrollment. In past years, the enrollment numbers have reached as high as 42 students with additional students on a waiting list and recently we have operated with as few as 16 participants. The Tiny Tots instructor position would no longer exist with the elimination of the program. The instructor has been made aware of the City's intent to discontinue the program. The disposition of the job and the affected employee is covered by language in both the AFSCME labor contract and in the City's personnel policies. If approved by the City Council, the employee performing the duties of Tiny Tots Instructor will be provided notice of layoff. SUMMARY Staff is recommending the elimination of the Tiny Tots Instructor position and to authorize staff to issue a notice of layoff.
