Minutes of the April 6, 2010 City Council Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 6, 2010 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, April 6, 2010 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145" Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan, Weisensel and Bills attending. Staff members present included City Administrator Johnson, City Attorney LeFevere, Communications Coordinator Cox, Finance Director May, Director of Public Works /City Engineer Brotzler, Director of Parks and Recreation Schultz, Senior Planner Zweber and City Clerk Domeier. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS City Administrator Johnson stated the only addition was a copy of a letter that was sent to Progressive Rail. Mr. Johnson stated the item would be discussed further during Item 5 - Response to Public Comment. Motion by Droste. Second by Weisensel. Motion to adopt the Agenda as it stands. Ayes: 5 Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS 3.a. Commendation for attainment of Eagle Scout rank Mayor Droste presented Luke Banchy with a certificate of commendation for obtaining the Eagle Scout rank. 3.b. Commendation of Miss Teen Minnesota Mayor Droste presented Jenna O'Rourke with a certificate of commendation for her efforts to help cancer fighters and wished her the best at the Miss Teen International Pageant. 3.c. Acknowledgement of Award of Certificate of Achievement for Excellence in Financial Reporting Finance Director May stated that for the thirteenth consecutive year, the Government Finance Officers Association has awarded the City of Rosemount a Certificate of Achievement for Excellence in Financial Reporting. 3.d. Arbor Day Proclamation Director of Parks and Recreation Schultz explained more about the proclamation naming May 1, 2010 as Arbor Day and the month of May as Arbor Month. Motion by DeBettignies. Second by Shoe - Corrigan. Motion to approve the attached proclamation naming May 1, 2010 as Arbor Day and the month of May as Arbor Month. RESPONSE TO PUBLIC COMMENT City Administrator Johnson stated that at the March 16, 2010 City Council meeting Bruno DiNella commented on the railroad issues in Rosemount. Mr. Johnson provided a summary of the action taken following the public comment specifically the letter sent to Progressive Railroad. CONSENT AGENDA Council Member Shoe - Corrigan requested that item 61. School Speed Zones be pulled for public information only. Motion by DeBettignies. Second by Shoe - Corrigan. Motion to Approve the Consent Agenda with the removal of item 6.k. a. Minutes of the March 10, 2010 City Council Work Session Proceedings b. Minutes of the March 16, 2010 City Council Regular Meeting Proceedings c. Minutes of the March 16, 2010 City Council Special Work Session Proceedings d. Bills Listing e. City Code 3 -1 -12 Outdoor Patio and Decks Use Conditions — Licensed Liquor Establishments (Ordinance 2010- £ Budget Amendments (Resolution 2010 -23) g. Donation Account Expenditure — Police Equipment Fund h. Receive Donations — Parks & Recreation Dept. i. MnDOT Municipal Cooperative Agreement Funding for Trunk Highway 3 (143' to 145th) Street and Signal Improvements, City Project #421 (Resolution 2010 -24) j. Receive Plans & Specifications /Ratify Ad for Bid — 2010 Street Improvement Project, City Project #428 (Resolution 2010 -25) k. Sehool Speed Zones 1. Resolution Authorizing Participation in the Dakota County All - Hazard Mitigation Plan (Resolution 2010 -26) m. Request by Westwood Professional Services, Inc. for a Plat Correction of Harmony 5th Addition Plat, Case 10 -10 -PC (Resolution 2010 -27) n. Approval of Agreement for Services with Foster Willey Jr., Artist and City of Rosemount Ayes: Shoe - Corrigan, Droste, Weisensel, Bills, DeBettignies Nays: None. Motion carried. 6.k. School Speed Zones Director of Public Works /City Engineer Brotzler summarized the process for establishment of "School Speed Zones" adjacent to Shannon Parkway Elementary and Rosemount Elementary and Middle Schools. The proposed speed zones are to be posted for 20 MPH when children are present. Mr. Brotzler stated that pending City Council consideration the signs would be ordered and scheduled for installation by April 30, 2010. Ayes: Droste, Weisensel, Bills, DeBettignies, Shoe - Corrigan Nays: None. Motion carried. (Resolution 2010 -28) ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Bills, the meeting was adjourned at 7:55 pm.
