RECOMMENDED ACTION: Motion to adopt the Resolution authorizing the submittal of the
former Genz Ryan site for the Minnesota Department of Employment and Economic
Development Redevelopment Grant.
ISSUE
On February 1, 2010, the City submitted a grant to the Minnesota Department of Employment and
Economic Development (DEED) for $50,000 for the replacement or rehabilitation of the sanitary sewer
line serving the former Genz Ryan site. In preparation of the application, on January 19, the City Council
approved a resolution in support of the application that was created from a boilerplate resolution from
DEED. The DEED boilerplate application authorized the City Administrator to execute the agreement.
On March 3, the City received a letter from the DEED Commissioner stating that we have been awarded
the grant. Since that letter, DEED staff has notified us that the resolution authorizing the City
Administrator is incorrect and since Rosemount is a statutory City, the Mayor and City Clerk must be
authorized to execute a grant agreement. Staff has prepared a new resolution authorizing the Mayor and
City Clerk to execute a grant agreement with DEED.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the submittal of the former Genz
Ryan site for the DEED redevelopment grant including authorizing the Mayor and City Clerk to execute a
grant agreement with DEED.

RESOLUTION NO. 2010 -
A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE FORMER GENZ RYAN SITE
FOR THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC
DEVELOPMENT REDEVELOPMENT GRANT
WHEREAS, the City Council of the City of Rosemount acts as the legal sponsor for project
contained in the Redevelopment Grant Program to be submitted on February 1, 2010 and that
William H. Droste, Mayor, and Amy Domeier, City Clerk, are hereby authorized to apply to the
Department of Employment and Economic Development for funding of this project on behalf of
the City of Rosemount; and
WHEREAS, the City of Rosemount has the legal authority to apply for financial assistance, and
the institutional, managerial, and financial capability to ensure adequate project administration; and
WHEREAS, the sources and amounts of the local match identified in the application are
committed to the project identified; and
WHEREAS, that City of Rosemount has not violated any Federal, State or local laws pertaining
to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt
practice; and
WHEREAS, that upon approval of its application by the state, the City of Rosemount may enter
into an agreement with the State of Minnesota for the above referenced project(s), and that the
City of Rosemount certifies that it will comply with all applicable laws and regulation as stated in
all contract agreements.
NOW, THEREFORE, BE IT RESOLVED, that William H. Droste, Mayor, and Amy
Domeier, City Clerk, are hereby authorized to execute such agreements as are necessary to
implement the project on behalf of the applicant.

The Department of Employment and Economic Development (DEED) is pleased to inform you
that your application for a Redevelopment Grant for the Genz -Ryan Site has been approved for
funding. DEED reviewed a total of eleven applications and this project was selected for an
award. Everyone involved in the preparation of your application can be proud of a job well done.
DEED will award the City of Rosemount $50,000 for the redevelopment of the Genz -Ryan Site
outlined in the application. You will soon be receiving an electronic copy of your grant
agreement that must be printed out, signed and returned to DEED for execution. Once this grant
agreement is fully executed and the required documentation is in place, you can begin drawing
funds.
