BACKGROUND: Over the past year, Council has discussed the extension'of Connemara Trail from the Bloomfield development east to the recently upgraded Akron Avenue. The extension of this segment has been discussed as an opportunity to further development in the area. A mechanism for advance funding the construction of this segment of Connemara Trail is the use of city Municipal State Aid funds with future reimbursement through agreements with developing properties. At this time, MnDOT is soliciting projects for funding with available MSA dollars through its advance funding program. This essentially allows the city to advance funds against future years annual MSA allotments. This proposed request at this time preserves the city's ability to use advance funding for this project on a first come -first serve basis. Staff is requesting authorization to request an advance from the Municipal State Aid Fund for the design and construction of Connemara Trail. This project is proposed to extend Connemara Trail approximately 2,800 feet from the Bloomfield neighborhoods to Akron Avenue (MSA Route No. 104, Segment 070). This project was initiated in anticipation of future development along Akron Avenue and will provide an alternate access from the Bloomfield neighborhood to CSAH 42. The estimated amount of the advance is $2,800,000. SUMMARY: Staff recommends Council approval of the attached resolutions to authorize the request for advancement from the Municipal State Aid Fund, City Project #431. G: \ENGPROJ \431 \20101005 CC Authorize Advance of SA Funds.doc CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2010 — A RESOLUTION REQUESTING AN ADVANCE FROM THE MUNICIPAL STATE AID STREET FUND FOR CONNEMARA TRAIL CITY PROJECT #431 WHEREAS, the City is planning to implement the extension of Connemara Trail, City Project #431 (MSA Route No. 104, Segment 070) which will require State Aid funds in excess of those available in its State Aid Construction Account, and; WHEREAS, the City is prepared to proceed with the construction of said project through the use of an advance from the Municipal State Aid Street Fund, and; WHEREAS, repayment of the funds so advanced will be made in accordance with the provision of Minnesota Statues 162.14, Subd. 6 and Minnesota Rules, Chapter 8820.1500, Subp. 10b, and; WHEREAS, the City acknowledges advance funds are released on a first- come - first- served basis and this Resolution does not guarantee the availability of funds. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: The Commissioner of Transportation be and is hereby requested to approve this advance for financing Connemara Trail, City Project #431 of the City of Rosemount in an amount up to the maximum allowed. The City of Rosemount authorizes repayments from subsequent accruals to the Municipal State Aid Street Construction Account from future year's allocations until fully repaid. The advance is proposed to fund the extension of Connemara Trail by approximately 2,800 feet (MSA Route No. 104, Segment 070). The estimated amount of the advance is $2,800,000. Repayment would be from future year allocations in equal amounts over a period of 5 years.
