RECOMMENDED ACTION: Motion to Adopt a Resolution Requesting an Advance from
the Municipal State Aid Street Fund, City Project #431.
BACKGROUND:
Over the past year, Council has discussed the extension'of Connemara Trail from the Bloomfield
development east to the recently upgraded Akron Avenue. The extension of this segment has been
discussed as an opportunity to further development in the area. A mechanism for advance funding the
construction of this segment of Connemara Trail is the use of city Municipal State Aid funds with future
reimbursement through agreements with developing properties.
At this time, MnDOT is soliciting projects for funding with available MSA dollars through its advance
funding program. This essentially allows the city to advance funds against future years annual MSA
allotments. This proposed request at this time preserves the city's ability to use advance funding for this
project on a first come -first serve basis.
Staff is requesting authorization to request an advance from the Municipal State Aid Fund for the design
and construction of Connemara Trail. This project is proposed to extend Connemara Trail approximately
2,800 feet from the Bloomfield neighborhoods to Akron Avenue (MSA Route No. 104, Segment 070).
This project was initiated in anticipation of future development along Akron Avenue and will provide an
alternate access from the Bloomfield neighborhood to CSAH 42. The estimated amount of the advance is
$2,800,000.
SUMMARY:
Staff recommends Council approval of the attached resolutions to authorize the request for advancement
from the Municipal State Aid Fund, City Project #431.
