BACKGROUND:
Each year, as part of Dakota County's 5 -year Capital Improvement Program (QP) development, cities are
asked to submit letters of comment and request for projects as part of Dakota County's CIP. Based on
Staff meetings with representatives from Dakota County, the following CIP modifications and requests are
proposed.
• County Road 73 (Akron Avenue) — Bonaire Path to Inver Grove Heights Line
Based on the uncertainty for the development of properties along County Road 73 to necessitate
the improvement of this section of County Road 73, Dakota County is proposing to move this
project to the fifth year of their C1P, 2015 funding as a placeholder. In the event development
warrants the advancement of this project, the County will work to identify funding or request the
City to upfront the County's cost share with payback to the City by agreement.
• CSAH 42/TH 52 Interchange Project
Dakota County is proposing to move this project from 2014 to 2015 in the County C[P. As
previously discussed, the timing for construction of this project will be dependent on the
availability of MnDOT funding and procurement of federal funds.
• County Road 73 Corridor Study
With the recent completion of the Rosemount /Empire /LJMore Corridor Study and the
identification of County Road 73 (Akron Avenue) as a primary north -south corridor through
Empire Township and UMore, Staff has discussed with Dakota County the need for a corridor
study along County Road 73 north into Inver Grove Heights and north of Cliff Road. In addition,
it is requested that Dakota County proceed with establishing County Road 73 as a County state aid.
