Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, December 1, 2009 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145`'' Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe Corrigan,
Weisensel and Bills attending. Staff members present included City Administrator Johnson, Finance
Director May, Chief of Police Kalstabakken, City Clerk Domeier, Director of Parks and Recreation
Schultz and City Attorney LeFevere. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no changes to the agenda.
Motion by Droste. Second by Weisensel.
Motion to adopt the Agenda as it stands.
Ayes: 5
Nays: 0. Motion carried.

7.a. 2010 Budget and Tax Levy
City Administrator Johnson summarized the budget information provided within the staff report.
Finance Director May provided a presentation on the proposed 2010 Budget and Tax Levy as part
of the Truth -in- Taxation hearing.
Council Member Bills questioned that within 2010 there could be additional savings or additional
expenditures that may arise. Mr. Johnson stated the budget sets the maximum amount of money
that is going to be spent during the year.
Mayor Droste opened the Public Hearing.
Paul Scarpari, 12700 Dodd Boulevard, Rosemount, provided information on the property values
within his neighborhood. He was concerned about the decrease in his home valuation and that his
taxes were raised. Finance Director May clarified that the property values are not controlled by the
City. He also provided information on the City portion of Mr. Scarpari's tax statement.
Jim Luzum, 13618 Crossglen Path, Rosemount questioned the status of the 2009 operating budget.
Mr. May explained that a potential slight surplus was possible. He further explained the
expenditures and revenues projected for 2009 and 2010. Mr. Johnson added that budgets are based
on at least three years of trends. Mr. Luzum also talked about his property valuation increase and
rise in City taxes. Mr. Johnson stated that the City was asking for $284,000 less in 2010 than in
2009.
Council Member Weisensel thanked staff for their hard work during the budgeting process. He
noted that on average Rosemount is one of the few cities lowering its taxes. Mr. Johnson added that
Rosemount was one of seven cities to reduce the amount of taxes proposed to be collected in 2010.
Mayor Droste provided background on his experience with the City budgets. He spoke of the
growth, tax rates, census data and comparisons to other Dakota County cities. Mr. Scarpari stated
that even though the City is doing well there are still costs associated with having an increased
population. He added that he lives on a dirt road and has his own well and septic but his City taxes
are still high.
Motion by Droste. Second by Weisensel.

Motion to Approve a Resolution Approving the 2010 General Fund Operating Budget, the
2010 Capital Improvement Program (CIP) Budgets, the 2010 Insurance Budget, the 2010
Port Authority Operating Levy and the 2010 Levy Required by the City of Rosemount.
Ayes: Droste, Weisensel, Bills, DeBettignies, Shoe Corrigan.
Nays: None. Motion carried. (Resolution 2009 -68)
Motion by Bills. Second by Weisensel.
Motion to Approve a Resolution Levying a Tax for Construction of a State Armory
Building.
Ayes: Weisensel, Bills, DeBettignies, Shoe Corrigan, Droste
Nays: None. Motion carried. (Resolution 2009 -69)

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next regular City Council meeting will be held
on December 15, 2009.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Bills the meeting was adjourned at 8:23 p.m.
