ATTACHMENTS: Draft Resolution, Memo from Director of Parks and Recreation APPROVED BY: DLO RECOMMENDED ACTION: Motion to Adopt a Resolution Approving Amendments setting the 2010 Schedule of Rates and Fees. 4 ROSEMOUNT CITY COUNCIL City Council Regular Meeting: December 15, 2009 EXECUTIVE SUMMARY SUMMARY The fee schedule is updated on a yearly basis upon review of frequent fees established by City departments. The common fees issued by all City departments are included in the fee resolution. Staff and our financial advisor Springsted have worked together to establish baseline charges that include work sheets of staff time involved for each fee. After review, fees are changed as reflected in the attached resolution. The proposed amendments are noted with editing marks. DISCUSSION The new fee schedule includes the revised water and sewer rates as approved by the Utilities Commission earlier this year and reviewed by the Council at several work sessions. The Council also held a Town Hall meeting on the new rates. The water rates comply with new state regulations requiring a conservation rate structure, which means high water users will pay a higher rate than others. Some low water users may see a small decrease in their bill, but the overall weighted average increase is estimated at 4 -5% for both the water and sewer rates. The City has not increased water and sewer rates for the past 10 years. A modest increase is needed at this time to help assure the payment of previously issued water bonds. Stormwater fees are also proposed to increase by 5% as in previous years pursuant to a long range stormwater plan adopted by the City several years ago. The City needs to gradually accumulate funds to provide for an outfall pipe for storm water to the Mississippi River. Special Assessments for most road reconstruction projects are proposed to increase from $5600 per unit to $6000. These have also increased every year following an appraisal study commissioned by the City five years ago. Assessments for overlay work, which will be the bulk of our street program over the next several years, will continue to be calculated at approximately 35% of the project cost. Ice Arena fees are proposed to increase to $185 per hour for prime time hours, a $10 increase. These rates are still somewhat below the average of other area arenas. Fees for rental of the Community Center are also proposed to increase by $50 -100 per event. A study of similar facilities showed that we are somewhat low in these rates as well. All proposed park and recreation fees have been reviewed and recommended for approval by the Park and Recreation Commission. Most other fees are remaining unchanged, but there are some relatively minor fee increases in several areas that were indicated by the Springsted analysis of our time and costs to process certain permits and licenses. Specific to the Auditorium, Banquet Room and Gymnasium, a non refundable rental deposit of one -half the fee is required within two weeks of permit issue. The renter will forfeit the reservation if the rental deposit is not received within two weeks after the permit issue date. The balance of the room fee is due two weeks prior to the event. c. Specific to the Ice Arena, a non refundable deposit of 50% of the total contract price is required upon receipt of the Ice Arena contract for use. Park Dedication Fees RESOLUTION 2008- 1082009- Park dedication fees are outlined in City Subdivision Ordinance and City Ordinance No. XVII.103 and .107 which states: In all new residential subdivisions, the City shall require that a sufficient portion of such land be set aside and dedicated to the public for parks, playgrounds or other public use exclusive of property dedicated for streets and other public ways. It shall be presumed that a sufficient amount of land has been dedicated for parks and playgrounds for the present and future residents of the subdivision, if the subdivider dedicates at least 1/25 of an acre per dwelling unit that can be constructed in the subdivision. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land be dedicated if the City determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The City shall determine whether cash in lieu of land dedication is more appropriate. The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution by the City Council.
