I. Work Session
The work session was called to order at 6:37 p.m. Commissioners Kenninger, VanderWiel, Clements,
Freeman, Henrie, Mele, and Forster were present.
Senior Planner Kyle Klatt presented a rough draft of the Land Use chapter of the comprehensive plan
update. He began with the process he used to develop the chapter and what specific feedback he was looking
for at this point such as land use designations, goals and policies, etc.
Objectives, purpose, goals and policies
Senior Planner Klatt presented the proposed goals of the land use chapter, and the Commission
related to eliminating redundancies by replacing or combining existing goals with new ones. One suggestion
was to create four or five pillars under which the various goals could be grouped. Commissioner Clements
asked for clarification about the meaning of the first goal listed in the 2030 comp plan.
This question arose over a concern that national builders have, in other communities, opened up so much
land for development that lots remain vacant many years after being platted. Commissioner Clements stated
that he believed the goal of managing growth should remain a priority in the update.
The Commission provided additional feedback regarding the goals and objective section of the land use
chapter. The Commission felt Goal 3 in both the 2030 and 2040 comp plans could be massaged into a single
goal and that goal 5 of the existing 2030 plan is a more general version of the proposed goal 1 in the update.
The Commission also mentioned preserving/enhancing the historic, small-town feel should be included as
well as something about life cycle housing.
Land Use Forecasts
Senior Planner
also described how the City has met those minimums in the past. He stated that the 2040 forecast is lower
than that developed for the 2030 comp plan, so there should not be a lot of changes to the land use
designations to accommodate an increase in minimum density. The data in the draft update is from 2016,
and it is not anticipated to be updated for the 2018 due date for the update.
Existing Land Use
The existing land use table describes the various uses and what percent of the overall land in the City they
comprise. Senior Planner Klatt described to the Commission the three major areas of development within
the City and the differences between Undeveloped and Agriculture for the purposed of the existing land use
table.
Future Land Use
There are a few changes to the future land use map. The biggest change is the shift of the land south of
County 42 and East of 52 from BP-Business Park to residential uses. The Commission asked how private
land owners are engaged regarding the changes to the plan. Senior Planner Klatt responded with a
description of the small area groups that have been convened to discuss the land use designations in their

respective areas. The Commission followed up with a request for clarification of the approval process and
whether the comp plan update requires a public hearing. The Planning Commission recommends approval
of the update to the Council following a public hearing. The Commission also asked if it would be prudent
to move the Metropolitan Urban Service Area (MUSA) line during this update to ease development within
UMore Park and other areas. The Commission also wanted to know if the proposed land use designations
Planner Klatt stated that they do.
There are no significant changes to the land use designations, but Senior Planner Klatt called out areas that
need updating. Commercial and Industrial uses will include intensity that relates to Floor Area Ratios (FAR).
The Commission felt that the sewered and unsewered areas of the Transitional Residential Land Use District
should be delineated and that the plan might benefit from overlaying existing mining operations with land use
designations, particularly when a mine is permitted with an interim use permit that will be expiring before
2040.
Final Items
Senior Planner Klatt touched on the resiliency piece that will be included in the comp plan update.
Commissioner VanderWiel would like to see some information regarding the urban forest and more diversity
in street trees as well as pollinators. The schedule for the upcoming year was also reviewed to ensure
Planning Commission meetings would not fall on holidays.
