ROSEMOUNT CITY COUNCIL City Council Regular Meeting: December 15, 2009 EXECUTIVE SUMMARY ISSUE For the past several months staff have been tracking the federal stimulus funds that will soon be available to local government agencies to use for programs and projects relating to energy conservation. To continue our efforts to meet the requirements of the federal stimulus grants, we have been discussing with ATS &R Consulting two retro- commissioning reports that will give us data to assist us with applying for the stimulus funds, other rebate programs and future improvements. The first retro- commissioning report is for the former St. Joseph's Church and School facilities. There is one mechanical system that feeds both the former church and the school buildings. The cost of performing the work to get the retro- commissioning report is $8,012. Prior to starting the work, the City will have confirmation that we will be reimbursed for 75% of that cost through one of Xcel's energy conservation programs. The City will be responsible for $2,003 for the report. The second report is being compiled for the Armory /Community Center /Arena which has a large and complex system and will cost $34,640. We again are expecting that we will be reimbursed 75% of that cost. The City will be responsible for $9,660 for the report. The funds used to pay for these reports will come from the 2009 budget. BACKGROUND These Federal Stimulus funds for energy conservation will be made available through a competitive grant process. Listed below are details about the funding opportunities. Facility Cost Share Grant Program Awarded through a competitive process to Minnesota school districts and local governments to make energy efficiency improvements to existing facilities. Eligible projects include: Lighting retrofits (both interior and exterior), Existing building commissioning, HVAC equipment and control upgrades, Other proposed projects that improve energy efficiency EECBG Energy Efficiency and Conservation Block Grant Program to cities and counties that have not received direct funding from the US Depart of Energy. Compete based on energy savings, jobs created, GHG emissions reduction and other criteria to be developed. $6 million dollars awarded to top applicants. Energy Incentive Programs Minnesota Utility energy efficiency programs (Conservation Improvement Program) State law requires regulated electric utilities to invest 1.5% (2% for Xcel) of their in state revenues in the Conservation Improvement Program (CIP). Each utility develops its own CIP program. The City has taken measures throughout this past year to try to identify opportunities where we can operate our facilities in a more energy efficient manner, while also trying to gain a quick payback on the cost of the improvements. We have looked at energy saving upgrade programs that focused on providing paybacks, and improving reliability and sustainability of mechanical system infrastructure. After working with professionals from Johnson Controls, Corporate Mechanical, and ATS &R Consulting, staff feels that the most cost effective method of making facility improvements is twofold. First, we want to target what we term as the "low hanging fruit" which includes items like light retro- fitting, lights controlled by occupancy sensors or photo sensors and sealing of building envelopes, etc. These improvements can be completed with what is considered a small investment with a short payback. Second, we target the large energy users at facilities we feel will be operated by the City for a number of years. This includes items such as the boilers and HVAC at the Armory /Community Center and the former St. Joe's Church. At the Arena, we are targeting the compressors, the chiller and an energy recovery dehumidification system. At the Armory /Community Center and former St. Joseph's Church, we are also looking into a Direct Digital Control building automation system (DDC computer controlled automated system) versus the current pneumatic or simple thermostat temperature controls that must each be set by hand throughout the buildings. Staff expects to start the work in mid- December and have it completed in three to four weeks. We will review the building systems for opportunities where Xcel Energy will provide rebates and incentives. These services will include submitting appropriate applications to Xcel Energy. The following items will be evaluated: Scope of Work for Retro Commissioning: o Review the Temperature, Humidity and Ventilation requirements for each area. o Review operation of the equipment related to the electrical demand. o Equipment operation. o Inspect the dampers. o Data log the spaces to record Temperatures and Humidity readings. o Validate the existing air balancing report by spot checking 25% of the spaces. o Lighting and lighting control. o Exhaust fan operation. o Review filters for correct type and condition. o Cooling control sequences. o Heat controls. o Building pressures. o Electrical power. o Humidity control. Project Fees: ATS &R, Inc. will perform the above reference work in accordance with the Fixed Fee structure summarized below: Project Retro commissioning Fee 8,012.00* Presently Xcel Energy will pay 75% up to $25,000 for a rebate: General Notes: This proposal does not include any design work related to any modifications that may be presented and does not include any cost related to the architect. Upon review of the retro commissioning report with the owner, we will determine which projects need to be implemented and then apply for additional stimulus grants and rebates.
