ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS NOVEMBER 17, 2009 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, November 17, 2009 at 8:34 p.m. in the Conference Room at City Hall, 2875 145 Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Weisensel, Shoe Corrigan and Bills in attendance. Staff members present included City Administrator Johnson, City Clerk Domeier, Director of Parks and Recreation Schultz, Director of Public Works /City Engineer Brotzler, Finance Director May and Chief of Police Kalstabakken. There were no changes to the proposed agenda. DISCUSSION 2.A. Plans and Specifications for the Former St. Joseph's Church Facility Director of Parks and Recreation Schultz summarized the information within the staff report. Mr. Schultz requested discussion and direction on moving forward with putting the project out for bids. Mayor Droste recalled that former Council Member Baxter was adamant about the inclusion of the fire suppression even though it was not required. Quinn Hudson from CNH Architects explained when fire suppression would be required. After brief discussion, Council Members supported fire suppression remaining in the package. 2.B. Review draft Capital Improvements Program (CIP) City Administrator Johnson summarized the information within the staff report. Mr. Johnson requested that the City Council review the draft CIP and indentify any changes that should be made to the program. Council Member DeBettignies questioned the projected cost for the replacement of two sirens. Chief of Police Kalstabakken explained the cost to replace sirens in 2008 compared to 2009. Due to a change in manufacturer the siren cost decreased in 2009. He added that siren locations may change to provide better coverage resulting in additional cost. Some of the sirens are over 30 years old and cannot be repaired. Council Member DeBettignies also questioned the squad car replacements and projections. Mr. Kalstabakken explained the costs associated with the replacement of vehicles depending upon its use. Council Member Weisensel questioned if an analysis has taken place to contract out some mowing services. He noted that lawn mower purchases were scheduled in 2012 and 2014. Mr. Johnson stated that would be evaluated year by year when the purchases are considered. He added that Mr. Brotzler has been collecting data on the hard costs for the City. Mr. Brotzler noted that these are replacement mowers. He stated that adding new mowers or staff would require further consideration. Mayor Droste talked about partnering with the school on some services and City departments using existing spaces within Rosemount to store equipment. Mayor Droste questioned the addition of tennis courts at Erickson Park. Council Member Shoe Corrigan spoke of the use of tennis courts in the summer. She explained that the courts are used for programming at the high school. Mr. Schultz provided a recap of the Parks Commission's views on the addition of tennis courts at Erickson Park. Council Member Shoe Corrigan stated that Rosemount would be one of the only cities to have tennis courts in the downtown area. She stated ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS NOVEMBER 17, 2009 that adult tennis and jump start leagues could be formed. Mayor Droste stated concerns that tennis courts would not better serve the population than a typical splash park. Mr. Schultz stated there was a need for additional courts but the Parks Commission was concerned about the components of the UMore fields. The Parks Commission wanted to study the tennis courts in 2010 and determine how to move forward. Mr. Schultz stated that the Parks Commission was in favor of building the tennis courts in a staged scenario. Mayor Droste wanted committed groups stating they need the courts. Mr. Schultz stated the biggest demand is for growing youth baseball teams. Council Member Shoe Corrigan wanted to see the data related to the growing baseball organizations. Finance Director May stated that the 10 -year CIP will be on the December 15 agenda for consideration. UPDATES 3.A. FTTH Update City Administrator Johnson summarized the information within the staff report. Mr. Johnson stated that Jeffrey Feldman reported that a deal has not been reached with Rudder. 3.B. Updates by City Council /Staff Director of Parks and Recreation Schultz provided an update on the Veteran's Memorial Walk and the discussions with the local schools about potential sports programming changes. Chief of Police Kalstabakken provided an update on the incident at CF Industries on November 16, 2009. Council Member Shoe Corrigan requested that discussion about banners in the downtown area across 145`'' Street be scheduled for a future work session. She added that the annual holiday party will be scheduled for December 12, 2009. Mayor Droste provided the City Council with census data and an update on the meeting with Superintendent Berenz. City Administrator Johnson stated there were no new updates on union contract negotiations.
