EXECUTIVE SUMMARY
ISSUE:
Receive quotes and award the contract for the Downtown Sidewalk Project, ENG 0149.
BACKGROUND:
On Tuesday, July 28, 2009, three quotes were received for the Downtown Sidewalk Project, ENG 0149.
After verification of quotes received, the low quote is Midwest Concrete Specialties, Inc., submitting a
quote of $93,535.00.
This project is part of the renovation of the 145 Street West streetscape from City Hall to Cameo Avenue
in Downtown and will address safety issues associated cracked, setded, or heaved concrete in existing
walkways and driveways. In addition, existing tree grates that are missing or damaged will be replaced in
the project area and existing concrete benches removed in preparation for new street furniture to be
installed following project completion.
Construction costs associated with these improvements will be funded using Dakota County Community
Development Agency Redevelopment Incentive Grant monies.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the quotes and awarding the
contract for the Downtown Sidewalk Project, City Project ENG 0149.

WHEREAS, City Council hereby ratifies action of City Engineer to secure quotes.
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. The quote of Midwest Concrete Specialties of Rosemount, Minnesota in the amount of
$93,535.00 for replacement of concrete sidewalk and driveways in the downtown area shall
be and hereby is accepted.
ATTEST:
2. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
3. Award of the contract is contingent on the determination by the City Administrator that all
necessary rights -of -entry or easements by deed or dedication have been secured for
construction of the improvements.
ADOPTED this 3` day of August, 2009.

Bids were received for the above- referenced project on Tuesday, July 28, 2009, and were opened
and read aloud. A total of three bids were received. The bids were checked for mathematical
accuracy and tabulated. Please find enclosed the bid tabulation indicating the low bidder as
Midwest Concrete Specialties, Inc., Rosemount, Minnesota, in the amount of $93,535.00.
We recommend that the City Council consider these bids and award a contract to Midwest
Concrete Specialties, Inc., based on the results of the bids received.
