Addition of left turn lanes on TH 3 at Canada Avenue EXECUTIVE SUMMARY As part of MnDOTs funding program, projects are re gularly solicited by MnDOT for improvements on trunk highways that improve safety and operation on the trunk highway system. These locally-initiated projects are eligible for MnDOT funding through MnDOT's Municipal Agreement Program. Municipal agreement funding up to $500,000 of eligible construction cost is available for selected projects, plus 8% for engineering. The deadline for FY2010 (funding available summer 2010) projects is September 28` The submittal of applications for municipal agreement projects requires a resolution of request from the City Council. The following project area was identified and submitted for funding in 2008. AS the project was not awarded funding in 2008, it is proposed to resubmit the project in 2009: In the City's Draft Transportation Plan, there were 16 crashes identified at this intersection based on MnDOT records. The proposed project as shown on the attached layout included the construction of northbound and southbound left turn lanes at Canada Avenue. The application (attached) is for the proposed improvements on TH 3 at Canada Avenue. As noted in the application, the total estimated project cost is $549,210. Of this amount, $456,270 is requested to be funded by MnDOT with the remaining $92,940 funded by the City. The City's estimated cost of $92,940 will be funded with Municipal State Aid funds. SUMMARY: At this time, Staff is requesting Council approval of the attached resolution. G: \ENGPROJ\ 421 \091509 CC TH33CooperativeAgreement.doc CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2009 A RESOLUTION REQUESTING FUNDING FROM Mn /DOT THROUGH THE MUNICIPAL AGREEMENT PROGRAM FOR TH 3 AND CANADA AVENUE WHEREAS, the City of Rosemount wishes to improve the operation and safety of the intersection at TH 3 and Canada Avenue; and, WHEREAS, the City of Rosemount is requesting financial participation in the project from the Minnesota Department of Transportation Mn/DOT) through the Municipal Agreement Program; and, WHEREAS, the City of Rosemount is committed to providing the local share of the costs if the project is selected as part of the upcoming Municipal Agreement Program; and, NOW, THEREFORE, BE IT RESOLVED BY THE QTY COUNQL OF THE QTY OF ROSEMOUNT, DAKOTA COUNTY, MINNESOTA. The City of Rosemount is requesting funding from Mn/DOT for improvements to the intersection at TH 3 and Canada Avenue. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward certified copies of this resolution to Mn/DOT as directed by the City Engineer. The attached proposed layout was developed based on meetings and discussions with Mn/DOT staff and our Municipal Agreement Submittal last year. The proposed improvement includes widening TH 3 to provide a left -turn lane, through lane, and right -turn lane for both approaches. The existing stop sign control for Canada Avenue will remain in place. The City believes that this project falls within the Management Category for project selection. This project provides safety, traffic, and geometric improvements to TH 3. The proposed project will benefit the Trunk Highway System by providing left- and right -turn lane channelizations and delineation for TH 3 traffic, thereby, improving traffic safety at the intersection. TH 3 is currently a two -lane roadway with stop signs on Canada Avenue. A 55 mph speed limit is posted on TH 3. Currently, right -turn lanes do exist on TH 3. With no dedicated left -turn lanes on TH 3, much of the traffic uses the right -turn lanes as bypass lanes, which creates unsafe conditions for traffic on both TH 3 and Canada Avenue. The proposed improvements will eliminate this issue by providing protected left-turn lanes and standard right -turn lanes for the TH 3 approaches. A crash investigation was conducted for this intersection. The previous five (5) years (2002 through 2006) data was collected. The results indicated there have been nine (9) crashes at the intersection in that timeframe four (4) in 2006, none in 2005, two (2) in 2004, one (1) in 2003, and two (2) in 2002. Of these crashes, all were either right -angle crashes, rear -end crashes, or left -turn crashes. Approximately 45% of these crashes have involved some type of injury.
