Minutes of the August 12, 2009 City Council Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 12, 2009 CALL TO ORDER Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was held on Wednesday, August 12, 2009 at 6:30 p.m. in the Conference Room at City Hall, 2875 145 Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe Corrigan and Weisensel attending. Council Member Bills arrived at approximately 7:30 p.m. Staff members present included City Administrator Johnson, Finance Director May, Director of Public Works /City Engineer Brotzler, Chief of Police Kalstabakken, Director of Parks and Recreation Schultz, Community Development Director Lindquist and City Clerk Domeier. City Administrator Johnson suggested changing the order of Discussion items. The City Council concurred and moved item 2.B. Pavement Management Program before 2.A. 2010 Budget Discussion. DISCUSSION 2.B. Pavement Management Program Director of Public Works /City Engineer Brotzler and Project Engineer Olson were present to provide an overview of the program. Mr. Olson provided a power point presentation summarizing pavement management philosophy, planned improvements, current pavement management program goal, existing pavement conditions, 20 year budgeting scenarios, 5 year CP improvements and the proposed schedule. Mr. Brotzler explained the revised strategy that has been developed for the long term maintenance and preservation of the street system. Moving forward, pavement management strategies will migrate to more mill and overlay type improvements. He added that with that change, street reconstruction areas will be deferred indefinitely and funding will be prioritized towards mill, overlay and rehabilitation type project areas. The revised program will change the proposed improvements for next year to include 9.8 miles in Country Hills and the portion of Shannon Parkway north of Evermoor Parkway. Council Member Weisensel questioned the 6 percent annual budget increase. Mr. Brotzler explained the 6 percent was for inflation and system expansion projections. Discussion was held regarding the public and private streets and the pavement management strategies. Further discussion was held regarding the potential trail locations in the Shannon Parkway area. Mr. Brotzler will bring the item to the September 1, 2009 City Council meeting to consider authorization to begin the feasibility study. 2.A. 2010 Budget Discussion City Administrator Johnson provided a summary of the background, levy limit calculation and budget corrections. Mr. Johnson proposed that Truth -in- Taxation public hearing be conducted at the regular City Council meeting on December 1, 2009. Staff will determine if the budget can be adopted the same evening as the public hearing. Mr. Johnson provided possible strategies for reducing the tax rate. Further discussion was held regarding the tax rates of other cities in Dakota County. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 12, 2009 Mr. Johnson stated the preliminary budget and levy will be presented for action at the September 1, 2009 City Council meeting. 2.C. Possible Creation of Youth Council Mayor Droste provided background on youth councils to facilitate discussion on the possibility of forming a youth council in Rosemount. He suggested that the City Council create a youth council that held officials meeting, bylaws and discussion topics. He also stated that Assistant City Administrator Foster should be the link between the City Council and the youth along with Planning Commissioner Irving and Council Member Bills. Council Member Shoe Corrigan liked that the youth council would link with other organizations in the community. She also suggested contacting citizens that were interested in serving on advisory boards last year to see if they would be interested in volunteering time to this initiative. Director of Parks and Recreation Schultz added that the Dakota County Library is in the process of forming a youth council. Council Member Weisensel supported the initiative but cautioned that youths will need to have a driving force and a reason for what they are doing. He added that kids are very busy and the time commitment should have a benefit. Commissioner DeBettignies suggested that an election be held. Discussion was held regarding an application process, the different groups that may have interested individuals and the types of projects they may discuss. Director of Parks and Recreation Schultz stated for Parks Commissioner Student Rep Dr. Scott sends him recommendations for the position. Mayor Droste stated that a resolution should be considered to form the youth council and the process moving forward at the September 1, 2009 City Council meeting. It was also suggested that it be called a Youth Commission. UPDATES 3.A. Updates by City Council /Staff Council Member Shoe Corrigan stated that a member from the RAAC is going to send a letter to the editor about the St. Joseph Church improvements. The RAAC will also solicit for letters of intent for the use of the facility. Council Member Shoe Corrigan provided an update on the comments she received on the Night to Unite. She stated that the Family Resource Center would like more shade in the area, the little toddler house removed and more equipment for the older kids. Director of Parks and Recreation Schultz provided more information about improvements to the park Council Member Shoe Corrigan also stated she received complaints about crosswalks in Rosemount. Discussion was held regarding developing a cross -walk policy. Council Member Weisensel also provided an update from Night to Unite. He stated he heard complaints about the speeds down 155 Street. He along with Mayor Droste also provided an update from the Crosscroft Addition neighborhood open house. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 12, 2009 Mayor Droste provided a thank you letter received from the Community Action Council. He thanked Council Member Bills for coordinating the food drive at the Leprechaun Days parade. He added that the Chamber meeting held on August 10, 2009 had 33 people in attendance. A open house will be held on August 20, 2009 at UMore Park. Director Parks and Recreation Schultz provided an update on the Charlie's Park tennis courts and the results of the soil testing that was conducted. Council Member Bills provided an update from Night to Unite. He received comments about the crosswalks at Diamond Path elementary. CITY ADMINISTRATOR PERFORMANCE REVIEW The Mayor and Council Members conducted the annual performance review of City Administrator Johnson.
