EXECUTIVE SUMMARY
Two members of the police chaplains recently resigned from the program. They have both
served the community and the Police Department well during their time as chaplains. Each
will be presented with a plaque in recognition of their years of service.
Chaplain David Rupe served as a chaplain from November 2000 through May 2009. He is
on the pastoral staff at First Baptist Church of Rosemount.
Chaplain Phil Heidi served as a chaplain from March 2002 through May 2009. He is a
Rosemount resident and is retired after most recently serving at Mount Calvary Lutheran
Church Eagan.
