EXECUTIVE SUMMARY
Each year, a group of Boy Scouts in Rosemount master the skills and complete the service projects that
qualify them as Eagle Scouts. The designation is the highest advancement rank for Boy Scouts, reflecting
the completion of requirements in the areas of leadership, service, and outdoor skills. Nationally, only five
percent of Boy Scouts achieve this goal.
The City Council tonight continues its tradition of honoring these accomplishments by commending three
Scouts from Rosemount who recently achieved the Eagle rank.
John Peter Hamm worked to improve Claret Park behind Cub Foods. He installed landscape
timbers around the park playground. Peter is attending North Dakota State University and
studying in the pre pharmacy program. He was helped in his scouting efforts by scoutmasters
Troy Billings and John Hamm, who is his father.
Connor Daniel Carroll created a landscape enhancement at the Rosemount High School stadium.
He organized fellow Scouts, friends, and family to plant a shamrock design in green shrubbery set
off by white landscape rock on a hill at the southeast end of the stadium. He graduated last week
from R.H.S. and will head to Indiana University at Bloomington to study jazz, the saxophone, and
economics. He was helped in his scouting efforts by Scoutmasters Troy Billings, Timothy Bishop,
Ron Kintzi, and Todd Rayberge.
Martin David Spadafore refurbished bleachers at the Dakota County Fairgrounds. He worked to
restore the structures to the appropriate building codes for the safety of children who might be
tempted to run beneath them. The project included replacing boards and painting. He is a junior
at Rosemount High School and hopes to study engineering in college. He was helped in scouting
by his scoutmaster, Ken DuBois.
