EXECUTIVE SUMMARY
In October 2008, Council discussed resident concerns related to the speed of vehicles on Shannon
Parkway between 145 Street and Connemara Trail. At the time, based on the information available, it did
not appear that a change in striping from 4 -lanes to 2 -lanes with a center turn lane was warranted. It was
noted that as a follow -up to the discussion of this matter that traffic counts and a speed study would be
completed.
Attached for Council review and consideration is a memorandum from Chuck Rickart with WSB
Associates, Inc. that provides a snmmaty of the traffic counts and speed study completed October 27
through October 31, 2008. Based on the information within this memorandum, it is recommended that
Council further consider converting this segment of Shannon Parkway from 4 -lanes to 2 -lanes with a
center turn lane.
Based on recent bid prices for the seal coat and striping joint powers agreement which the City is a party
to, the estimated cost to modify the striping on Shannon Parkway is $27,300.00. This amount is lower
than the estimated amount of $54,800.00 within the feasibility report. The difference is primarily a result
of lower costs for striping based on the use of latex paint rather than epoxy paint.
For the seal coat and striping joint powers agreement, the City will need to identify final quantities by the
end of the month for work to be completed this summer. As such, Staff is bringing this item before
Council for direction. The estimated cost associated with this project has been included in the 2009 Street
Improvement Project budget.

In October 2008, a review of the operation and safety for Shannon Parkway between 145 Street
and Connemara Trail was prepared at the City Council's request. This review included looking
at the existing four -lane roadway section in the corridor and evaluating several alternatives for
improving safety and operation of this segment of roadway. Final conclusion of that meeting
was to further evaluate the restriping of the roadway from its existing four -lane configuration to
a two -lane configuration with striped shoulders and a center left -turn lane. In addition, it was
requested that more detail speed and traffic information be collected prior to making the
geometrics (striping) changes in the corridor.
The purpose of this memorandum is to document the updated existing speed and traffic volume
information in the corridor.
Traffic Volume Data
Traffic counts were conducted in the corridor during the week of October 27 through October 31,
2008. These counts included 24 -hour average daily traffic counts just north of 145 Street and
just north of 143 Street and AM and PM peak hour turning movement counts at the
intersections of 145 Street and Connemara Trail.

As can be seen from the attached figure, the average daily traffic just north of 145 Street is
5,100 vehicles per day and just north of 143 Street drops to 4,400 vehicles per day. The AM
and PM peak hour turning movement counts show a predominant movement from Shannon
Parkway to east 145 Street and east Connemara Trail during the AM peak hour and a similar
reverse movement from Connemara Trail and 145 Street to Shannon Parkway during the PM
peak hour. Although movements to the east are heavy, there are indications that movements to
the west are almost as predominant during certain periods of the day.
The results of the turning movement counts indicate that right- and left -turn lanes should be
provided at both 145 Street and Connemara Trail as part of the restriping project.
Speed Data
As part of the traffic volume counts conducted during the week of October 27 through October
31, speed data was also collected at the locations illustrated on the attached map. The speed data
comprised of documenting the number of vehicles traveling at specific speeds for both
northbound and southbound traffic just north of 145 Street and just north of 143 Street. The
results of the speed data collection is shown in the table below:

The average speed collected is that in which 50 percent of the traffic is traveling at or above and
50 percent of the traffic is traveling at or below. The 85 percent speed is the speed in which 85
percent of the traffic is at or below. The 85 percent speed is typically at or near the posted speed
limit
As can be seen from the above table, there is a significant number of vehicles traveling above the
posted speed limit, and the 85 percentile speed in the corridor is well above the posted 40 mph
speed limit.
Conclusion/Recommendation
The previous conclusions recommended that the four -lane roadway striping be maintained.
However, based on the most recent speed and traffic count data collection, that conclusion has
been modified. Restriping the roadway to a two -lane street with a center left -turn lane and
striped shoulders in conjunction with increased enforcement is anticipated to provide some
reduction in vehicle speeds in the corridor, thus providing improvement of safety for both
vehicles and pedestrians.
Therefore, based on the findings of the updated data collection, the following revised
recommendations are made:
1. Restripe the roadway as proposed previously to a two -lane facility with striped
shoulders and center left -turn lane. This would include striping right- and left -turn
lanes at the intersections of 145 Street and Connemara Trail.
2. Install driver feedback signs at two locations in the corridor to help make drivers
more aware of their speed traveling though the corridor.
3. Increase enforcement in the corridor in conjunction with the above improvements.
