EXECUTIVE SUMMARY
SUMMARY
A working group has been meeting to discuss commissioning of an art piece for the library. The working
group has representation from the City and County; members are:

Stephanie Molstre -Kotz, Rosemount Area Arts Council Member

The 2009 CIP budgets $60,000 for the art piece which will be located in front of the library. At the present
time, the group is discussing how to commission an artist and was directed to a non -profit organization,
Forecast PublicArt. They were recommended by the Metropolitan Regional Arts Council who the City has
been talking to about the formation of the Rosemount Arts Council.
The Arts Group received a proposal from Forecast for assisting in putting together an RFQ for an art
piece, distributing the RFQ to handpicked artists, reviewing the proposals and helping to contract with the
selected artist. Estimated cost is $4,375 along with a stipend of $750 for the three finalists who will be
asked to do a mock up of the art piece proposed. Given the budget, and the experience of staff, we are
looking to expend some funds for the consultant and stipends but will be working to do some of the work
in -house and with the working group. For example, staff is planning to draft the RFQ based upon the
working group input, and then ask for final assistance from the consultant.
Staff wanted to update the Council on the progress of the art piece. Councilmember Shoe Corrigan or
staff will provide periodic updates to the Council at appropriate intervals as the process proceeds.

Dear Lisa,
I'm pleased to submit a proposed scope of services to you for facilitating the
commissioning of public art for Rosemount's new library. Forecast Public Art has
over 30 years of experience in the field of public art, as a grant maker, a publisher,
and as a consultant to a wide variety of public and private entities. In the past six
years we have helped more than 10 public libraries to commission all types of art
projects. These include eight different Hennepin County libraries, the Rondo
Community Library in St. Paul, the Lafayette Public Library (in Arkansas), the
Steamboat Spring Library (in Colorado) and the St. Cloud Library.
Below is a list of services Forecast would provide under contract with the City of
Rosemount to address the city's desire to commission a new art project for the new
Rosemount library.
If you would like to have us meet with your committee on May 19 (at 4 p.m.), please
let me know as soon as this is confirmed. We would be glad to give an overview of
our services and discuss an appropriate strategy for helping you achieve your goals.

PROJECT DESCRIPTION:
Facilitate the commissioning of a public art project for the Rosemount Library.
Forecast Public Art, represented by Jack Becker and Melinda Childs, will provide the
following services:
1. Meet with arts committee (convened by the city), and provide a slide -show
overview of contemporary public art in the country (especially libraries);
2. Review any requirements and procedures pertaining to use of project funds;
3. Review criteria and site information, determine appropriate types of projects
(scale, materials, exposure to elements, etc.);
4. Prepare project description, timeline and budget for proposed project to
commission, with input from committee members;
5. Prepare Request For Qualifications to solicit interest and submissions from up
to 15 qualified artists;
6. Research and identify pool of qualified candidates to send RFQ (not to
exceed 15 invited artists per project);
7. Organize submission materials and facilitate review by committee and
selection of finalists;
8. Subcontract with finalists to prepare proposals for review by committee and
monitor their progress;
9. Facilitate interview meeting with finalists and forge consensus of selected
artists to implement projects;
10. Assist City of Rosemount with contracting selected artists; and
11. Provide additional services as determined by mutual agreement of the City
and Forecast.

The size of the committee should not exceed 13 members (ideally the group would
include representatives of key stakeholders, including the City, the community, a
Friends of the Library representative, an artist, the project architect, the project
manager, and whoever will be responsible for maintaining the final artwork, if known.
The minimum number of meetings for the group is three. Meeting length is 2.5 hours
for first meeting (intro and site selection /criteria); 2.5 hours for second meeting (to
review work samples); and 3 hours for third meeting (to interview finalists, select
ones to contract).
A fourth "site visit" meeting with the finalist artists and the facility manager and
architect is helpful to inform the design work that is required. The whole committee is
not needed for this, however their attendance is welcome.
We recommend paying finalists (three for each project) a stipend of $750 each for
their design work. Forecast proposes to serve as a conduit for these design fees,
and subcontract with the finalists.
The total number of hours estimated for the above services is 35.
Forecast's hourly rate for services is $125.00 per hour.
The total estimated contract amount equals $4,375.00 (does not include finalist fees
estimated at $2,250, or additional services requested following the contract with
the selected artist).
