(0.11, ATTACHMENTS: Resolution; Map; June 15 Letter to Dakota County; June 10, 2009 Executive Summary APPROVED BY: D9-I RECOMMENDED ACTION: Motion to Adopt a Resolution Supporting the Dakota County 2010 -2014 Transportation Capital Improvement Program. 4 ROSEMOUNT CITY COUNCIL City Council Meeting: October 6, 2009 ISSUE: EXECUTIVE SUMMARY Dakota County has prepared a draft 2010 -2014 Transportation Capital Improvement Program (C.I.P), a copy of which is attached. Highlighted in the draft C.I.P. are the Dakota County projects programmed within the City of Rosemount. As in the past, Dakota County is requesting a City resolution of support for the projects identified in the draft C.I.P. BACKGROUND: On June 10, 2009, Council reviewed the proposed City projects to be included in the 2010 -2014 Dakota County C.I.P. At that time, the following projects were identified: 1. County Road 73 (Akron Avenue from Bonaire Path to Inver Grove Heights The City supports the programming of improvements for this portion of County Road 73 for 2014. 2. CSAH 42 TH 52 Interchange Project This is a high- priority project for the City and as such, the City will continue to work with Dakota County for the advancement of this project. 3. Trail Improvements The City continues to request the identification of funding for the construction of a bituminous pathway on the east side of CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway. In addition, the City is interested in the development of a trail on the south side of County Road 38 (McAndrews Road) from Shannon Parkway, west into Apple Valley. Dakota County has developed a funding program for trail improvements that will be reviewed in the future for applicability to the above requested improvements. Dakota County Maintenance and Cost Share Requirements The City is requesting consideration by Dakota County to increase the County's maintenance responsibility for County facilities located in Rosemount. This includes boulevard mowing, snow removal on trails, and the long -term maintenance of trails. SUMMARY: In addition, the City is requesting a review of Dakota County's cost participation policy which currently requires a 45% project cost share by the City for improvement projects on county highways. The City is interested in alternative funding sources and percentages in acknowledgement of the City's continued development of a comprehensive transportation system in support of the County highway system. NOW THEREFORE BE IT RESOLVED, the City of Rosemount hereby supports the above mentioned projects for inclusion in the Dakota County 2010 -2014 Transportation C.I.P. County Road 73 (Akron Avenue) CSAH 42 to future Connemara Trail At this time, the City requests that funding for the improvement of County Road 73 (Akron Avenue) from CSAH 42 to future Connemara Trail continue to be programmed for 2009 by Dakota County. 2. County Road 73 (Akron Avenue) Future Connemara Trail to Inver Grove Heights Based on the uncertainty for the timing of development along this portion of County Road 73 (Akron Avenue), the City supports the programming of improvements for this portion of County Road 73 (Akron Avenue) for 2013. The City understands that this modification is considered a placeholder for the project and that in the event development occurs prior to this time, Dakota County will work with the City to identify funding for a project sooner. Furthermore, the City understands that advancement of this project prior to 2013 may require the City to advance fund Dakota County's share of the project cost. 3. CSAH 42/TH 52 Interchange Project PUBLIC WORKS DEPARTMENT The City of Rosemount continues to support the CSAH 42 /TH 52 Interchange Project and Dakota County's efforts to secure additional funding. This is a high priority project for the City and as such, the City will continue to work with Dakota County for the advancement of this project. 4. Trail Improvements The City of Rosemount continues to request the identification of funding for the construction of a bituminous pathway on the east side of CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway. Brotzler, PE, City Engineer AGENDA NO. 2.1> ATTACHMENTS: Draft Letter APPROVED BY: OA) RECOMMENDED ACTION: Discussion Only ROSEMOUNT City Council Work Session: June 10, 2009 BACKGROUND: CITY COUNCIL Each year, as part of Dakota County's 5 -year Capital Improvement Program (CIP) development, cities are asked to submit letters of comment and request for projects as part of Dakota County's CIP. Based on Staff meetings with representatives from Dakota County, the following CIP modifications and requests are proposed. County Road 73 (Akron Avenue) Bonaire Path to Inver Grove Heights Line Based on the uncertainty for the development of properties along County Road 73 to necessitate the improvement of this section of County Road 73, Dakota County is proposing to move this project to the fifth year of their CIP, 2014 funding as a placeholder. In the event development warrants the advancement of this project, the County will work to identify funding or request the City to upfront the County's cost share with payback to the City by agreement. CSAH 42 /TH 52 Interchange Project It is proposed to continue identifying this project in the City and County CIP's as currently shown. At this time, funding is proposed to be identified in 2014 for right -of -way costs and construction. As previously discussed, the timing for construction of this project will be dependent on the availability of MnDOT funding and procurement of federal funds. Trail Improvements EXECUTIVE SUMMARY Staff discussed with County representatives the continued request for the construction of a bituminous path along CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway. County representatives noted their interest to have this proposed trail extended to CSAH 31 (Pilot Knob) thru Apple Valley, which will require support from Apple Valley. Dakota County Maintenance and Cost Share Requirements SUMMARY: For construction projects on County highways, Dakota County's cost share policy requires the City participation for 45 percent of the project cost. While this cost share policy is not out of line in comparison to other metro county cost participation requirements, the policy can be financially burdensome for cities. In addition, several maintenance items along County highways are the responsibility of the City either as a requirement or by choice for desired service levels. These items generally included boulevard maintenance and mowing and trail maintenance and snow removal. Dakota County staff has indicated intent to review these policy type issues as part of the County's Transportation Plan update in 2009 -2010.
