ISSUE:
Receive quotes and award the contract for the Quiet Zone Improvements, City Project #418.
BACKGROUND:
As part of the Quiet Zone project, improvements to the roadway at the Biscayne Avenue railroad crossing
are necessary. These improvements that are the responsibility of the City to complete include surface
work necessary at rail crossing to create a 24 -hour Quiet Zone for use of Locomotive Horns at Highway
Rail Grade Crossings designation within Rosemount. Safety measures included in the project scope
include the installation of raised concrete median on either side of the Union Pacific Railroad grade
crossing of Biscayne Avenue. Bituminous pavement milling and overlay at the Biscayne crossing is also
included to accommodate the installation of a new replacement track crossing surface by Union Pacific
crews. In addition, the removal of access to two private rail crossings along South Robert Trail (Trunk
Highway 3) that have fallen into disuse is necessary.
The project will be funded using Municipal State Aid funds.

Staff recommends Council adopt the attached resolution to receive the quotes and award the contract for
the Quiet Zone on Biscayne Avenue, City Project #418.

A RESOLUTION RECEIVING QUOTES
AND AWARDING THE CONTRACT FOR
QUIET ZONE ON BISCAYNE AVENUE
CITY PROJECT #418
WHEREAS, City Council hereby ratifies action of City Engineer to secure quotes.
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
William H. Droste, Mayor
1. The quote of Northwest Asphalt, Inc. of Shakopee, Minnesota in the amount of $86,364.75
for the construction of said improvements is in accordance with the plans and specifications
shall be and hereby is accepted.
2. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
3. Award of the contract is contingent on the determination by the City Administrator that all
necessary rights -of -entry or easements by deed or dedication have been secured for
construction of the improvements.

Quotes were received for the above referenced project on Friday, September 25, 2009, and were
opened and read aloud. A total of four quotes were received. The quotes were checked for
mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating the low
quote as Northwest Asphalt, Inc., Shakopee, Minnesota, in the amount of $86,364.75.
We recommend that the City Council consider these bids and award a contract to Northwest
Asphalt, Inc., based on the results of the quotes received.
