EXECUTIVE SUMMARY
ISSUE
The Commission terms expiring in 2009 include two 3 -year terms on the Planning Commission; one 3-
year term on the Utilities Commission; and one 3 -year term on the Parks Commission. The terms of
Planning.Commissioners Howell and Palda, Utilities Commissioner Mulhern and Parks Commissioner
Eisold all end on March 31, 2009.
According to the City policy, ninety days prior to the expiration of commission terms each year, the
Council shall be advised of the pending vacancies and the attendance record or other pertinent
information of the individuals whose terms are expiring. It is also stated that attendance at the meetings is
critical and therefore missing three consecutive meetings or attendance at less than 75% of the meetings in
a six month period will cause for a recommendation by the commission chair for commissioner removal
due to poor attendance.
Listed below are the attendance records for the Commissioners:
Planning Commission
o 21 meetings were held in 2009.
o Commissioner Howell was absent two meetings (90% attendance).
o Commissioner Palda was absent six meetings (71% attendance).
Utilities Commission
o 4 meetings were held in 2009.
o Commissioner Mulhern attended every meeting (100% attendance).
Parks Commission
o 13 meetings held in 2009
o Commissioner Eisold was absent one meeting (92% attendance).
If the Council decides to reappoint any of the commissioners, the commissioner will be contacted to
determine if they are seeking reappointment. If a vacancy exists, it will be announced to the general public
that a vacancy exists and Commissioner Applications will be accepted from all interested citizens in
Rosemount. A press release will be presented to the local newspapers and information about the
vacancies will be available on the City's website.
The recruitment period will last from January 20 through February 20, 2009. It is anticipated that
interviews would be held in early March and appointments would be made at the March 18, 2009 Special
City Council meeting.
SUMMARY
The Council should consider any reappointments and direct staff on moving forward with recruitment.
An interview date should also be determined.
