EXECUTIVE SUMMARY
ISSUE:
Receive bids and award a contract for the 2009 Street Improvement Project, City Project #426.
BACKGROUND:
On Friday, April 24, 2009, twelve bids were received for the 2009 Street Improvement Project and read
aloud publicly. After verification of bids received, the low bidder is Douglas -Kerr Underground, LLC,
submitting a bid in the amount of $1,178,359.97.
Based on the low bid amount of $1,178,359.97, the updated estimated project cost of $1,608,462.00 is
approximately 20 percent less than the previously estimated project cost of $2,016,900 included in the
feasibility report. While these bids are very favorable, there is a general sense in the industry that
contractors reduce and /or eliminate their profit margin when bidding on projects to keep crews busy and
maintain cash flow. This practice may result in contractors being less willing to perform minor extras
without compensation that in years past would have been completed without a request for extra work or a
change order to the contract. As with all projects, the above estimated project cost includes a contingency
amount.
The project includes utility and surface improvements to Damask Court north of Dodd Boulevard, and
Dallara Avenue, Damask Avenue and Upper 150 Street West, all south of Dodd Boulevard.
Costs associated with these improvements will be funded by special assessments and a combination of
funds from the street CIP, water, sanitary, and storm utility funds, as well as the storm core fund for trunk
storm sewer.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the 2009 Street Improvement Project, City Project #426.

Bids were received for the above referenced project at 10:00 a.m., Friday, April 24, 2009, and
were opened and read aloud. Twelve bids were received. The bids were checked for
mathematical accuracy and tabulated. The Engineer's Estimate was $1,699,010.00, and the bids
ranged from $1,178,359.97 to $1,740,894.40. Please find enclosed the bid tabulation indicating
the low bidder as Douglas -Kerr Underground, LLC, of Mora, Minnesota, submitting a bid in the
amount of $1,178,359.97.
Douglas-Kerr Underground, LLC is a new contractor to the City of Rosemount. References
were checked for projects completed for the City of Anoka, Crow Wing County /City of
Brainerd, Stearns County, and the City of North Branch. All comments received were positive.
The owner of Douglas-Kerr Underground, Mr. Dennis Douglas, has previously worked in
Rosemount with Redstone Construction Company, which is also a well regarded contractor.
We recommend that the City Council consider these bids and award a contract to Douglas-Kerr
Underground, LLC, based on the results of the bids received.
