This study will develop a balanced plan that achieves the following: o Tho Transportation Ran identifies the need for a connection of County Road (CR) 79 in Empire Township to County State Aid Highway (CSAH) 71 in Rosemount. This connection should be planned for in a way that supports its function and works in concert with future plans for "Vermillion Highlands and UMore Park. o The function and potential connections of Biscayne Avenue and CR 73 both need to be clarified so they can support planned development. o The connectivity and function of 170th Street. o UMore concepts show a potential realignment of CSAH 46, and a number of new local street connections to CSAH 46. This should be reviewed to ensure consistency with the County's arterial standards. o A plan that includes new roadways (that do not currently exist) if they help accomplish the study objectives. o Coordination and connectivity of the local roadway system between Rosemount, Empire Township, and the University. This would include a coordinated plan for public access to Vermillion Highlands, DNR /University owned Wildlife Management Area (WMA) and Aquatic Management Area (AMA), and County parkland. o Coordination of access to CSAH 42 with planned supporting roadways in Rosemount and the potential UMore development. o A plan to address interim system issues related to existing and future aggregate mining in the area. In addition, address how roadway system plan affects the phasing of UMore Park, including mining activity. o Planned land uses are compatible with the planned transportation system and vice versa, and roadways are used to support/benefit and uses (e.g. serve as boundaries/buffers between land uses). o An understanding of and consideration for the challenges related to Trunk Highway 3, including principal arterial function, capacity needs, funding challenges, and land use compatibility in downtown Rosemount. o General alignments of greenways and major trails should be identified and coordinated with the transportation elements considered within this study (e.g. future highway crossings, overpass, and underpass locations). U eiR:s e of g Corridor Partners: marimanan in association with Q0 OF T MOVING TOWARD OUR GOAL■■■ The Highway 52 Freeway Partnership is a collaboration between Dakota, Goodhue and Olmsted Counties in association with Mn /DOT to advocate upgrading Highway 52 to a freeway design. We are pleased to report that progress has been made in achieving the vision of a modern Highway 52 freeway facility between Rochester and the Twin Cities. Four interchanges and five overpasses are completed. However, we still have a long way to go in order to make our vision a reality for the travelers and business people who rely on this important interregional corridor to get their goods to market and their employees to work. Background Information Highway 52 is a High Priority Interregional Corridor connecting Rochester to the Twin Cities and Interstate 494 to Interstate 90. Highway 52 is the Only Corridor in the state of Minnesota that links a major* city (Rochester) to the Twin Cities and is not a Freeway. Highway 52 is a Corridor "at Risk" of not meeting its performance goals in the future. The corridor is at risk for signal proliferation, safety and congestion, caused by increasing levels of traffic and unmanaged access to roadside development. Results of the safety audit conducted by Mn /DOT in 2002 concluded that the two biggest issues contributing to crashes on Highway 52 are a lack of acceptable gaps for merging and high vehicle speeds. Defined as a Level One Regional Trade Center by the University of Minnesota's Center for Urban and Regional Affairs. Safety on Highway 52 Between 1996 and 2006, there were 69 fatalities on the corridor. That is 69 fatalities too many! Highway 52 has been designated a "Toward Zero Deaths Corridor (TZD)." TZD is a Minnesota interagency partnership with the mission "to move Minnesota toward zero deaths on our roads, using Education, Enforcement, Engineering and Emergency Services." In terms of public recognition, "Highway 52 is the most infamous corridor in the TZD program." Achieving the Highway 52 Vision will help accomplish this important goal.
