Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was
held on Tuesday, February 17, 2009 at 7:30 p.m. in the Council Chambers at City Hall, 2875
145 Street West, Rosemount.
Motion by Droste. Second by DeBettignies.
Ayes: 5
Nays: 0. Motion carried.
Motion by DeBettignies. Second by Weisensel.

FEBRUARY 17, 2009
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe
Corrigan, Weisensel and Bills attending. Staff members present included City Administrator
Johnson, Chief of Police Kalstabakken, Director of Parks and Recreation Schultz,
Community Development Director Lindquist and City Clerk Domeier. The Pledge of
Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated that a revised resolution was distributed for item 7.a.
Amendment to Rosemount VFW Post 9433 On -Sale Club Liquor License and Special
Sunday Liquor License.
Motion to adopt the Agenda with item 7.a. including a revised resolution for with
condition 6.
CONSENT AGENDA
Mayor Droste pulled item 6.h. Receive Donation Parks Recreation Dept. from the
Consent Agenda.
Motion to approve the Consent Agenda with item 6.g. being removed.

6.g. Receive Donation Parks Recreation Dept.
Mayor Droste recognized the donation of the Rosemount Lions Club to the annual egg hunt
held in Rosemount.
Motion by Droste. Second by Weisensel.

Motion to approve the following donation to the Egg Hunt Donation Account:
$2,000 from the Lions Club of Rosemount.

Nays: None. Motion carried.
7.a. Amendment to Rosemount VFW Post 9433 On -Sale Club Liquor License and
Special Sunday Liquor License
Community Development Director Lindquist summarized the proposed site plan for the
outdoor patio. She explained the parking, lighting and landscaping standards for the project
as outlined in the liquor section of the ordinance. City Clerk Domeier stated that the liquor
licenses were required to be amended to have the licensed premise include the patio area.
Upon approval, Ms. Domeier would submit the change to the Department of Public Safety
Alcohol and Gambling Enforcement Division for final their approval.
Mayor Droste questioned the supervision of alcohol on the patio. Ms. Lindquist stated that
it was previously discussed that the servers would not continuously be on the patio. She
added that with the access restriction, a window in the door to the patio and servers going to
and from the patio would be under a consistent review.
Mayor Droste was concerned with the safety aspects related to the patio location and its
proximity to cars in the parking lot. He suggested that additional lighting be required at the
edges of the patio. Gish DeVlemick with the Rosemount VFW stated that additional floor
lighting was currently located along the front of the building. Ms. Lindquist pointed out that
staff could deem that additional lighting is necessary as per the resolution.
Mayor Droste opened the public hearing.
No one in the audience wished to speak.
Motion by Droste. Second by Shoe Corrigan.
Motion to close the Public Hearing.

Motion to adopt a Resolution approving an amendment to the On -Sale Club Liquor
License and Special Sunday Liquor License at Rosemount VFW Post 9433.
Ayes: Droste, Weisensel, Bills, DeBettignies, Shoe Corrigan
Nays: None. Motion carried. (Resolution 2009 -09)
9.a. Dakota Communications Center Presentation
Kent Therkelsen, Executive Director of Dakota Communications Center, provided an
overview of the operations and the 2009 budget for the center. A brief discussion was held
regarding the differences between using land lines and cell phones when making emergency
calls. Mr. Therkelsen also provided the process for activating the outdoor warning system
during storms in Dakota County. The City Council thanked Mr. Therkelsen for his
presentation.
ANNOUNCEMENTS
The next regular meeting will be held on Tuesday, March 3, 2009 beginning at 7:30 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Droste, second by DeBettignies the meeting was adjourned at 8:32 p.m.
