Brotzler, PE, City Engineer ATTACHMENTS: APPROVED BY: rmu RECOMMENDED ACTION: Discussion !C ROSEMOUNT BACKGROUND CITY COUNCIL City Council Work Session: May 13, 2009 EXECUTIVE SUMMARY As requested by Council at the last City Council Work Session, staff has extended an invitation to Mr. Gary Anger, Red Pine Elementary School Principal; Mr. Tom Idstrom, Rosemount Elementary School Principal; Ms. Mary Thompson, Rosemount Middle School Principal; and Mr. Michael Guthrie, Shannon Park Elementary Principal to attend the City Council Work Session to discuss Safe Routes to School (SRTS). Mr. Anger will be in attendance to provide Council with a brief presentation of the SRTS program implemented at Red Pine Elementary School. Mr. Idstrom and Ms. Thompson will be in attendance to share with Council safety concerns for walking and biking students attending Rosemount Elementary and Middles Schools. The SRTS application for non infrastructure activities includes the following. Informational flyer to all residents Staff will coordinate the preparation and distribution of informational flyers to the community. These flyers are anticipated to include safety related topics to promote an increased awareness for pedestrian traffic to and from schools. The flyers are anticipated to be mailed in August prior to the start of the 2009 school year. Study of current habits /conditions /barriers This activity includes the review of existing pedestrian and vehicular traffic within the areas surrounding the elementary and middle schools. An initial meeting was conducted with Mr. Idstrom and Ms. Thompson to identify pedestrian safety concerns at Rosemount Elementary and Middle Schools. Traffic and pedestrian counts are scheduled to be completed this month. Following the completion of data gathering, a summary of issues and recommended actions will be developed. G: \SRTS \5 -13-09 CWS srts.doc Walk to School Day in 2009 Staff anticipates developing promotional material in coordination with the elementary and middle schools to promote a "Walk to School Day" in the fall of 2009. This may include banners, handouts and news articles. Enforcement Patrol officers will be assigned to the primary crosswalk areas during the first two (2) weeks of school to conduct enforcement of the applicable traffic laws. Intermittent enforcement efforts will be made in the following weeks. GIS map development Staff will coordinate the development of GIS maps for school district use to identify walking routes and crosswalk locations. As requested at the last meeting, staff has contacted the City of Lakeville to request a copy of their SRTS application for infrastructure improvements which they were successful in receiving $175,000. When Lakeville staff was contacted by Parks and Recreation Director Schultz, it was noted by Lakeville staff that the City of Lakeville was likely successful in receiving SRTS infrastructure funding this year due to previous planning work completed with SRTS non infrastructure monies procured previously. Staff will be available at the meeting to address Council questions or comments. 2
