APPROVED BY: ,3 of RECOMMENDED ACTION: Motion to adopt the draft Resolution approving the Charitable Gambling Premise Permit for CLIMB Theatre, Inc. at AMF City Limits Lanes, 15400 South Robert Trail in Rosemount effective upon State review and effective through February 28, 2010. ISSUE CLIMB Theatre, Inc. "CLIMB is requesting consideration for a Gambling Premise Permit at AMF City Limits Lanes "AMF 15400 South Robert Trail, in Rosemount. CLIMB is in the process of submitting their application with the State of Minnesota which requires approval from the City Council to proceed. CLIMB currently holds other premise permits in the metro area. SUMMARY Community Charities of Minnesota held the previous premise permit at AMF. The lease was prematurely terminated on August 26, 2008. Since AMF is currently without charitable gambling, CLIMB anticipates starting gambling again by November 1, 2008. As part of the application process, the City conducts a background investigation for the purpose of evaluating the application. The Police Department found no reason to withhold the granting of a renewal to CLIMB. RECOMMENDATION Staff recommends approval of the above stated motion. A RESOLUTION APPROVING A CHARITABLE GAMBLING PREMISE PERMIT RENEWAL FOR CLIMB THEATRE, INC. AT AMF CITY LIMITS LANES, 15400 SOUTH ROBERT TRAIL, ROSEMOUNT WHEREAS, the CLIMB Theatre, Inc. has requested a Charitable Gambling Premise Permit at AMF City Limits Lanes, 15400 South Robert Trail, in Rosemount and THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, hereby approves the Charitable Gambling Premise Permit application submitted by the CLIMB Theatre, Inc. to conduct charitable gambling at AMF City Limits Lanes, 15400 South Robert Trail, in Rosemount, for the period effective upon State review and effective through February 28, 2010. CLIMB Theatre is a 501c(3) that has been in continuous existence for 33 years. We have been in gaming since 1986. While CUMB was not at a Rosemount school in the 2007 -08 school year, we were there in preceding years, and we did demonstrate a financial and programmatic commitment to Rosemount's trade area. The attached spreadsheet documents schools in the trade area reached by CUMB this fall. CLIMB is a theater that performs plays and teaches classes that help young people deal with issues they face AND THEY FACE SOME VERY BIG ISSUES: methamphetamine use, bullying, harassment prevention, respect, self control, acceptance of differences, and caring for our environment. www.climb.org mail @climb.org *Many kids are afraid to go to school because of the bullies that make their lives miserable. Independent research indicates there is less bullying in elementary schools that host our bullying prevention plays and classes. *Middle school kids who don't look like everyone else are often excluded and tormented because of their differences. Independent research states that, as a result of our play A *Part, the number of students who agreed with stereotypes decreased, and the percentage of students who said they would engage in negative behaviors decreased. *Teenagers are still trying, using and becoming addicted to meth. A study on our meth use prevention play, Shattered, found that the majority of students agreed that the play made them less likely to try or use meth. *Low income children of color with no family history of college attendance who are participating in CUMB plays and classes are (according to six years of studies) being inspired to want to go to college, are realizing the importance of college in their future, and are identifying steps they can take now to prepare for college." So research proves CUMB is making a positive difference in kids lives. And we Creative Learning Ideas for Mind and Body achieve that difference, not in 3 mos, or 2 wks but in 1 or 2 hours. That is how powerful our work is. Teachers and schools know this, and so they hire CLIMB to perform and teach in their schools. In the 2007 -2008 school year, we served 1,100 schools and reached 294,000 K- 12th grade students and teachers primarily in MN. Services Provided to Schools CLIMB provides plays and classes designed to: Effect of Programming Reduce bullying Prevent harassment Increase respect for self and others Prevent substance abuse Improve self control Promote acceptance of differences Increase environmentally friendly actions Research: Last year, Wilder Research conducted a year -long study that found that in every control school that did not receive our programming, bullying increased. In schools where we did our plays and classes, it decreased or remained the same. A 2007 evaluation of CLIMB Theatre's A •Part programming found that students significantly increased their knowledge regarding stereotypes and the consequences of stereotyping and other related behaviors. Students' understanding of the impact of their own behavior on other students' feelings and popularity also increased. In addition, the percentage of students who say they would engage in teasing and similar negative behaviors toward other students significantly decreased.
