4 ROSEMOUNT
CITY COUNCIL
City Council Regular Meeting: October 21, 2008
EXECUTIVE SUMMARY
Each year, a group of Boy Scouts in Rosemount master the skills and complete the service projects that
qualify them as Eagle Scouts. The designation is the highest advancement rank for Boy Scouts, reflecting
the completion of requirements in the areas of leadership, service, and outdoor skills. Nationally, only five
percent of Boy Scouts achieve this goal.
The City Council tonight continues its tradition of honoring these accomplishments by commending four
Scouts who have recently achieved the Eagle rank.
Arthur Kaye graduated from Rosemount High School in June. His service project was the
building of a nature trail for hiking and an observation area for sitting at the Prairie Woods
Environmental Learning Center in Kandiyohi County. Arthur will be attending the Northwest
Lineman College in Boise, Idaho this winter for education as a utility professional.
David Tapper graduated from Rosemount in June. His service project was to renovate a storage
shed by replacing rotted walls and doors and painting. The shed was located at Dakota
Woodlands, a non profit service organization that provides temporary shelter for homeless women
and children. The project took 107 hours. David is attending Inver Hills Community College and
will transfer to Minnesota State University- Mankato to study business.
Andrew Rome is a freshman at Rosemount High School. His service project was to restore
dilapidated portable bleachers for the Dakota County Fairgrounds. In the process, the bleachers
were altered to meet state safety guidelines. This project enable's the Fair to avoid the costs of
renting bleachers each year.
William Wilson is a senior at Rosemount. His service project was to build an open -sided shelter
for the YMCA's Camp Streefland. The shelter will be used in the Y's day camp program as a place
for campers to attend programs or rest in shelter from the sun.
The Council commends these Scouts for their work, and it thanks the adults who work with these young
people, including for Andrew and William, Scoutmaster T.J. Rome and Assistant Scoutmaster Bill Kilzer at
Troop 207 chartered at the Church of St. Joseph.
