BACKGROUND The Port Authority and City Council has acquired five houses on Cameo Avenue for future redevelopment or inclusion in the renovation of the St. Joes' Campus which may result in provision of open space or built improvements. The five houses are 14300, 14320 and 14350 Cameo Avenue (Port Authority acquisitions) and 14330 and 14340 Cameo Avenue (City Council acquisitions). Similar action will be requested of the Port Authority at their July 15, 2008 meeting. DISCUSSION Staff has begun the process for demolition of the five houses. The first required step was to have an assessment done of each of the properties to assess for hazardous materials. City staff received the assessment report and is now receiving bids for the clean -up. The City received three bids for the removal of hazardous material which are as follows: Robinson Environmental $18,275.00 ShelterTech Corp $25,740.00 Red Pine Industries, Inc $29,855.00 Staff is recommending approval of the low bid by Robinson Environmental for $18,275.00. As you will recall, the City received funds from the Dakota County CDA Redevelopment Incentive Grant Program which will be used to pay for the inspection and assessment of hazardous materials, the removal of the hazardous materials and the demolition of the five houses up to $65,000. RECOMMENDATION Staff is recommending approval of the attached resolution. NOW THEREFORE BE IT RESOLVED the City Council has chosen Robinson Environmental and awarded the contract not to exceed $18,275.00. ADOPTED this 15th day of July, 2008. William H. We will use licensed asbestos workers following all Minnesota Department of Health and EPA rules and regulations. Robinson Environmental will furnish all labor, materials, equipment, disposal and insurance of the project. Work will be preformed in full containment under negative air using wet methods to remove asbestos. Air monitoring will be done during the project and samples will be analyzed by an accrediting testing firm.
