EXECUTIVE SUMMARY
BACKGROUND
The Port Authority and City Council has acquired five houses on Cameo Avenue for future
redevelopment or inclusion in the renovation of the St. Joes' Campus which may result in provision
of open space or built improvements. The five houses are 14300, 14320 and 14350 Cameo Avenue
(Port Authority acquisitions) and 14330 and 14340 Cameo Avenue (City Council acquisitions).
Similar action will be requested of the Port Authority at their August 19, 2008 meeting.
DISCUSSION
Staff has begun the process for demolition of the five houses. The first required step was to have an
assessment done of each of the properties to assess for hazardous materials. The second step was to
abate or remove the hazardous material and Robinson Environmental is currently conducting that
work. The third and final step is to demolish the homes and rough grade the property. City staff
had requested bids from five companies, four which replied.
The City received four bids for the demolition which are as follows:

Staff is recommending approval of the low bid by Carl Bolander Sons, Inc. for $43,448.00.
The City received a Redevelopment Incentive Program grant of $65,000 from the Dakota County
Community Development Agency which will be used to pay for the inspection and assessment of
hazardous materials, the removal of the hazardous materials and the demolition of the five houses
on Cameo Avenue. The hazardous material assessment cost $2,480.00 and the hazardous material
removal cost $18,275.00. If the demolition contract is awarded to Carl Bolander Sons, Co., then
the total abatement and demolition costs for the five homes will be $64,203.00.
RECOMMENDATION
Staff is recommending approval of the attached resolution.

RESOLUTION AWARDING THE DEMOLITION CONTRACT TO
CARL BOLANDER SONS, CO. FOR $43,448.00
WHEREAS, the Port Authority and City Council for the City of Rosemount have acquired several
buildings in the community expanding the City's economic development opportunities;
WHEREAS, five of the buildings have been slated for demolition located at 14300, 14320, 14330,
14340, and 14350 Cameo Avenue;
WHEREAS, City staff received proposals from four contractors and Carl Bolander Sons, Co.
was the lowest bidder for the project.
NOW THEREFORE BE IT RESOLVED the City Council has chosen Carl Bolander Sons,
Co. and awarded the contract not to exceed $43,448.00.

and misc. manmade structures on the lots. Includes sewer and
water disconnects, complete foundation removal, and backfilling to
match existing grades. We propose to provide and place 4" of
topsoil and seed all disturbed area's.

Thank you for the bid invitation on the demolition of the five houses on Cameo
Avenue. We have looked at 14300, 14320, 14330, 14340, and 14350 Cameo and we can
provide the following scope of services:
Apply for MPCA demolition permit notice
Apply for and pay for Sewer Water cut off permits
Apply for and pay for Rosemount demolition permits
Coordinate utility disconnects
Cut the existing sewer and water service to the houses at the property line
Demolish the existing homes, sheds, and garages
Remove the building foundations
Remove any fencing, sidewalks, or paths onsite
Remove shrubs in front and along the side of the building
Import, place, and compact clean fill for basement
Spread four inches of topsoil across disturbed area
Fine grade demolition area to make it "bucket smooth"
Dahn Construction Co. Lump Sum Price $47,950.00
We have not included bond, MDH submittals, restoration, landscaping, utility
relocations, survey, traffic control, or soil corrections. We are assuming the buildings are
clean and demolition ready when we start our contract work. We will walk through the
building and discuss anything we see that would need to be abated or removed.
We can start work on August 18 if the city awards us the contract by August 1

Bid Items: Complete demolition, removal and disposal of the above referenced houses. This
includes coordination of utility disconnects, permits, rodent abatement, required
asbestos inspection, sewer and water disconnects, complete foundation removals,
backfill to match existing grades, and placement of 4" topsoil per City specifications.
Exclusions: 1. Removal or disposal of asbestos if encountered as a result of required inspection and
sampling.
