EXECUTIVE SUMMARY
BACKGROUND
The Port Authority and City Council has acquired five houses on Cameo Avenue for future
redevelopment or inclusion in the renovation of the St. Joes' Campus which may result in provision
of open space or built improvements. The five houses are 14300, 14320 and 14350 Cameo Avenue
(Port Authority acquisitions) and 14330 and 14340 Cameo Avenue (City Council acquisitions).
Similar action will be requested of the Port Authority at their June 3, 2008 meeting.
DISCUSSION
Staff has begun the process for demolition of the five houses. The first required step is to have an
assessment done of each of the properties to assess for hazardous materials. After staff receives the
report, bids for the clean -up will be solicited.
The City received four bids for the inspection and assessment of hazardous material which are as
follows:

Staff is recommending approval of the low bid by Angstrom Analytical for $2,480.00.
The City received funds from the Dakota County CDA Redevelopment Incentive Grant Program
which will be used to pay for the inspection and assessment of hazardous materials, the removal of
the hazardous materials and the demolition of the five houses up to $65,000.
RECOMMENDATION
Staff is recommending approval of the attached resolution.
RESOLUTION AWARDING THE HAZARDOUS MATERIAL INSPECTION AND
ASSESSMENT CONTRACT TO ANGSTROM ANALYTICAL FOR $2,480.00
WHEREAS, the Port Authority and City Council for the City of Rosemount have acquired several
buildings in the community expanding the City's economic development opportunities;
WHEREAS, five of the buildings have been slated for demolition located at 14300, 14320, 14330,
14340, and 14350 Cameo Avenue;
WHEREAS, the City of Rosemount's Building Official notified four contractors asking for bids
relating to the investigation and assessment of hazardous material at each demolition site; and
WHEREAS, the City Council reviewed proposals submitted by the four contractors and Angstrom
Analytical, Inc. was the lowest bidder for the project.
NOW THEREFORE BE IT RESOLVED the City Council has chosen Angstrom Analytical,
Inc. and awarded the contract not to exceed $2,480.00.

Further to your request for proposals, Angstrom Analytical, Inc. proposes to complete an
asbestos demolition survey for the above referenced properties, which consists of
approximately five, single family, residences. We intend to sample and analyze all
accessible friable asbestos containing materials and those .materials that may become
friable during the demolition process. These materials include, but are not necessarily
limited to, wall and ceiling plasters, sheet -rock systems, various floor coverings, tiles,
sheet linoleum and mastics, various spline, suspended ceiling tiles and mastics, cement
panels, ceiling textures and finishes, thermal system insulation on pipes tanks, boilers
ducts, roofing materials (including core drilling and subsequent patching), etc., as
necessary and as applicable. We will prepare a report of our findings including a
quantification and location of any asbestos containing materials found. Angstrom
Analytical, Inc. will provide this asbestos demolition survey to you for the all .inclusive
price of $2,480.00. This cost would include having a technician go to the properties to
take the samples, inspect the material for friability, quantify any suspect building
materials, analyze any samples that were taken and generate a clear and comprehensible
report that would be then be mailed to you. Any and all travel time would also be
included.

Dear Mr. Strand,
Following is the proposal for the Pre Demolition Hazardous Material Survey for the above
mentioned address.

Scope of Work
Techtron Engineering shall perform the an pre- demolition hazardous material survey that will
meet the requirements set forth by the Minnesota Pollution Control Agency (MPCA) and
Minnesota Department of Health (MDH) asbestos unit which governs identification, removal, and
disposal of asbestos containing materials before demolition and or renovations.
Techtron Engineering, Inc. will perform the project for a lump sum fee of Two Thousand Six
Hundred Twenty Five Dollars ($2,625.00). The project shall be completed and reports mailed
thereafter.

Dear Mr. Strand,
Sheltertech Corporation proposes to conduct a pre Demolition Asbestos Inspection/Assessment for each
of the referenced buildings, in conformance with Minnesota Pollution Control Agency protocol, for a fee
of 3,980.00. The fee is based on one 180 sample asbestos inspection, one 6- sample lead paint
assessment, and one HazMat Inventory Report (sample quantity estimate derived from preliminary site
visit and project information provided by the City of Rosemount Port Authority). The stated fee
includes sample collection and analysis, travel time, mileage, and report preparation and may be
adjusted according to the actual sample quantity required to meet minimum regulatory standards.
We will prepare a report of our findings including the quantification and locations of the materials
identified.
Two copies of the completed reports will be delivered to your office within fifteen business days after
building access is provided for the work. Cost estimates of necessary environmental remediation
work may be submitted with the inspection report, if such information is desired.
