RECOMMENDED ACTION: Motion to adopt the draft Resolution approving the aritable

14550 South Robert Trail in Rosemount effective upon the date of the State Gambling
Board Approval and Expiring on March 31, 2009.
ISSUE
The Rosemount Lions Club (the "Lions is requesting consideration for a Gambling Premise Permit at
Superstar's Gridiron Grille "Superstar's 14550 South Robert Trail, in Rosemount. The Lions are in the
process of making their premise application with the State of Minnesota which requires approval from the
City Council to proceed.
BACKGROUND
The Lions will enter into a lease agreement with Superstar's to operate lawful gambling activity upon City
Council approval of the premise permit. Once the lease is executed, the Lions will submit the necessary
paperwork to the State to begin pull-tab sales at Superstar's.
The Lions currently hold a premise permit at Celt's Irish Pub Grill "Celt's through March 31, 2009
and have donated money from their pull-tab sales to the Police Department for the purchase of bullet
proof vests and to the Fire Department. The Lions have expended 80% of it s lawful purposes
expenditures in the City of Rosemount and surrounding trade area. The premise permit at Superstar's will
have the same expiration date as the premise permit at Celt's.
Donna Wohlers is the Gambling Manager for the Lions. The Lions have educated its members and
gambling manager through the State Gambling Board. As part of the process, the City conducts a
background investigation for the purpose of evaluating the application. The Police Department found no
reason to withhold the granting of a renewal to the Lions.
SUMMARY
Staff recommends approval of the above stated motion.

A RESOLUTION APPROVING A CHARITABLE GAMBLING PREMISE PERMIT FOR
THE ROSEMOUNT LIONS CLUB AT SUPERSTAR'S GRIDIRON GRILLE,
14550 SOUTH ROBERT TRAIL, ROSEMOUNT
WHEREAS, the Rosemount Lions Club have requested a Charitable Gambling Premise Permit at
Superstar's Gridiron Grille, 14550 South Robert Trail, in Rosemount;
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, hereby
approves the Charitable Gambling Premise Permit Renewal application submitted by the
Rosemount Lions Club to conduct charitable gambling at Superstar's Gridiron Grille, 14550 South
Robert Trail, in Rosemount, effective upon the date of the State Gambling Board approval and
expiring on March 31, 2009.
ADOPTED this 2 day of January, 2008 by the City Council of the City of Rosemount.
