Dear Mayor Droste and Council Members Baxter, DeBettignies, Shoe Corrigan, and Sterner:
On March 14, 2003, I began my career with the City of Rosemount. On that Friday, the City
Council and senior staff joined together in the first goal setting session of the newly elected
council. An ambitious agenda agreed upon that weekend set out to improve communications
with residents; to reduce the property tax burden on homeowners; to enhance economic
development efforts which would result in more commercial retail and jobs; to plan for
amenities which residents were increasingly demanding as the community grew; to be sure that
rapid growth in the community was well managed and balanced the interests of newcomers with
pioneers; to systematically review policies and ordinances to be sure that local government was
current and proactive; and, to grow community celebrations.
Today, almost five years to the day of that first meeting, I formally submit my resignation. I do
so with a sense of great accomplishment. That accomplishment is not focused just on the
results achieved in those initial goals of 2003 which continue to focus much of the
organizational mission. Our accomplishment is that working together with appointed staff,
commissions, volunteer task forces, and elected officials we have made Rosemount a place
where government works. The City of Rosemount is a place where residents are respected,
employees serve with integrity and dedication, decisions are made with great care and
consideration, and the decision making process is open.
I don't get to take credit for all of those accomplishments. The City Council sets the tone for
how an organization performs. I am proud to say that I have worked with seven dedicated
elected officials over the course of the past five years. Each of you, including past members
Mary Riley and Kevin Strayton, has conducted your work with thoughtful regard for reasonable
policy and successful outcomes. I earnestly believe that I am leaving Rosemount a better place
than I found it the hallmark of public service, in my book because I was exceptionally
fortunate to work for people who deeply care for their community and have given me the tools
to succeed in pursuing their vision. Thank you for that.
My last day with the City of Rosemount will be Friday, April 11, 2008, as I move on to serve as
city manager in Brooklyn Park. Thank you for giving me the opportunity to serve the citizens of
Rosemount and for endowing me with your trust through some challenging times.

RESOLUTION 2008
A RESOLUTION FOR APPOINTING KIM LINDQUIST
AS INTERIM CITY ADMINISTRATOR
WHEREAS, City Administrator James D. Verbrugge has tendered his resignation effective April
11, 2008; and
WHEREAS, the City Council recognizes the need for continuity of leadership during the period
while the City of Rosemount is without a permanent City Administrator.
NOW THEREFORE IT BE RESOLVED, that Kim Lindquist is appointed to the position of
Interim City Administrator commencing April 12, 2008, and serving in that capacity until such time
that a new Administrator can be appointed to the position.
NOW THEREFORE IT ALSO BE RESOLVED, that as Interim City Administrator Kim
Lindquist, will also serve as the Interim Deputy City Clerk, the Interim Director of the Port
Authority, and Interim Utility Commissioner.
NOW THEREFORE IT ALSO BE RESOLVED, that Kim Lindquist will continue to also
serve in the role of Director of Community Development. During the time she acts as Interim
Administrator she shall be compensated at her current Director of Community Development salary
plus ten percent (an additional annual salary of $9,685). Finally, no prejudice or future
consequences on her employment as Director of Community Development shall result from this
temporary appointment and a withdrawal from this appointment shall req wire a notice period of at
least 21 days.
ADOPTED this 18 day of March, 2008 by the City Council of the City of Rosemount.
