BACKGROUND:
Over the past several years, the City has requested of Dakota County the addition of a westbound by -pass
lane and eastbound right turn lane on McAndrews Road (County Road 38) at the intersection of Shannon
Parkway. To -date, Dakota County has indicated that this request will be considered at the time that
McAndrews Road receives a bituminous overlay. Through recent discussion with Dakota County
Transportation staff, the City has been informed that Dakota County has safety project funds available at
this time for work of this type.
Dakota County staff indicated that if the City is interested in taking the lead on a project to add a by -pass
and right turn lane at this intersection this year, separate from a future overlay project (anticipated in 2009
or 2010), Dakota County will have funds available to cost -share in the project cost. A preliminary cost
estimate for the improvements is $120,000.00, with the City responsible for 45% of the cost.
At this time, Staff is seeking Council direction to proceed with this project or to continue to wait for the
improvements to be completed in the future as part of a County project to overlay McAndrews Road.
