EXECUTIVE SUMMARY
ISSUE
The City's Special Bond Referendum that was recently held asked voters to consider approving $8,000,000
in general obligation bonds to pay for the construction of the outdoor recreation complex and to make
improvements to the former St. Joseph's Church. A total of 2,858 residents cast their votes on April 22
and the result was that bonding for the projects was not approved. There were 877 "yes" votes and 1,981
"no" votes. A breakdown of the votes by precinct is listed below and a precinct map is attached to this
executive summary.
Staff would like to discuss the future of both projects with the City Council and get direction as to how we
move forward following the recent referendum. Topics to discuss could include constructing only
portions of the projects, using alternative funding sources, future referendums or holding off on the
projects. Another topic that should be discussed is the possibility of St. Joseph's school vacating the
existing school building sometime in 2009.
