EXECUTIVE SUMMARY
On April 8t a technical review meeting was conducted for the proposed development of quiet zones in
the City. The meeting participants included representatives from the railroad operators, MnDOT and the
Federal Railroad Administration. As part of this review meeting, all crossing sites were visited and
reviewed for proposed improvements.
Based on the feedback received at this meeting, the proposed plans are being updated and will be
presented to Council at the meeting for review and discussion.

Re: Rosemount Quiet Zone Establishment

On Tuesday, April 8, 2008, staff completed the diagnostic team review as part of the establishment
of a quiet zone (QZ) between 160 Street (CSAH 46) to Akron Avenue (CR 73), as shown on
Figure 1. The diagnostic team review is an onsite safety evaluation by all affected stakeholders
highlighting the possible impacts caused by the elimination of train horns at each railroad crossing
within the specified QZ. A list of stakeholders that attended the meeting is attached. Safety items
that were addressed include the existing at -grade railroad crossing equipment, the existing roadway
geometry near the crossing, existing pedestrian facilities, and proposed improvements to meet QZ
standards. The diagnostic team review also provided information to update the Grade Crossing
Inventory which is required for future improvements analysis and to create an accurate current Risk
Threshold value.
General comments from the diagnostic team review have been provided below as well as a listing
and description of each at -grade crossings. Comments from the stakeholders, proposed
improvements, and approximate costs have also been provided for each crossing.
General comments from the meeting are as follows:
o The Federal Inventory is updated on a quarterly basis. Mn /DOT coordinates the
update with the Federal Rail Authority with information provided by the City.
Updates are coordinated with Thomas Gellerman with Mn /DOT at
Tom.Gellerman @state.mn.us.
o All signals that need to be updated to a constant warning system will require a letter
to Union Pacific from the City stating which signals need to be updated as well as
authorization for Union Pacific to begin engineering the system.
o As a general rule: In the FRA Inventory, the Day through Trains are assumed to be
half the number of Total Trains.
o Typically a median with a minimum length of 100 feet is required when a crossing
has a single set of gates, the minimum median length of 60' can be proposed as an
ASA but requires additional steps for approval, and does not guarantee approval.

o With the establishment of a QZ the City assumes partial responsibility for safety at
each crossing in the event of an accident.
Crossing 1: 160``' Street (CSAH 46):
Improvement Costs:
Union Pacific Railroad Engineering Cost: $5,000 $15,000
Constant Warning Time Improvements: $25,000 $150,000
Improvement Cost Range: $30,000 $165,000
o 160 Street is a four lane roadway with a pedestrian path on the north side of the roadway.
o The crossing contains a signal with paired gates for directional travel and median.
o The signal was installed in 2001 as part of the roadway improvements to 160t Street but will
need to be updated to a constant warning system at the City's cost to establish a QZ.
o The total number of trains in the FRA Inventory will need to be updated from 11 to 14.
o The Day through Trains in the FRA Inventory will need to be updated from 6 to 7.
o An additional spur is crossing a private roadway just north of 160r Street. There are no plans
for crossing improvements to the spur by the City so the train may still blow its horn.

Action Item: The City will send a letter to Union Pacific Railroad requesting that the crossing at
160t Street be upgraded to a constant warning system after further Council
direction. At this time, Union Pacific Railroad will be authorized to begin the
engineering design and cost estimating the system updates for the crossing.
Action Item: The City will send proposed updates to Mn /DOT to update the FRA Inventory.
Crossing 2: Private No Picture Available:
o Currently a private crossing for a commercial property on the west side of the Union Pacific
Railroad right -of -way. Land on the east side of the Union Pacific Railroad right -of -way is
currently a business park with multiple property owners who are not associated with property
owners on the west side of the tracks.
o Crossing currently regulated by stop signs.
o Union Pacific Railroad will remove the crossing at no cost to the City if permitted to do so.

Crossing 3: Private

Union Pacific Railroad will determine if a crossing permit was authorized to the
current property owner.
The City will contact the commercial property owner in person and in writing
requesting that the crossing is closed as part of the QZ establishment.
The City will send proposed updates to Mn /DOT to update the FRA Inventory.
Improvement Costs:
Install Bollards at the Removed Crossing: $3,800
Improvement Cost: $3,800
o Currently a private crossing adjacent to Trunk Highway 3 allowing access to the east side of
the UPRR right -of -way.
o The crossing currently has stop signs.
o The crossing is paved and appears to be used on a regular basis.
o Access to the east side of the tracks can be achieved through a gravel roadway with access
from CSAH 42.
o Union Pacific Railroad will require this crossing to be closed.
Action Item: The City will coordinate the closure with Buck Craig from Mn /DOT.
Action Item: The City will send proposed updates to Mn /DOT to update the FRA Inventory.

Crossing 4: 150 Street West/ CSAH 42
o
150t Street /CSAH 42 is a four -lane roadway.
o The crossing contains a signal with paired gates for directional travel with a constant warning
system and median.
o The City will not need to improve the crossing to establish a QZ.
o The Union Pacific Railroad may make some signal improvements to the cantilever arms prior
to the establishment of a QZ with no cost to the City. These improvements are part of the
Union Pacific Railroad CIP and are not associated with the QZ establishment.
o The Day through Trains in the FRA Inventory will need to be updated from 6 to 7.
o The Number of Highway Vehicles per Day in the FRA Inventory will need to be updated
from 12700 to 12200.
o The roadway classification in the FRA Inventory will need to be updated from Rural Major
Collector to Urban Minor Arterial.

Crossing 5: 145 Street West
o 145t Street is a two lane roadway.
o The crossing contains a signal with single gates with a constant warning system.
o Pedestrian facilities are located on either side of the crossing but do not cross the railroad
tracks.
o The total number of trains in the FRA Inventory will need to be updated from 11 to 14.
o The Maximum Timetable Speed in the FRA Inventory will need to be updated from 50 mph
to 40 mph.
o The Number of Highway Vehicles per Day in the FRA Inventory will need to be updated
from 2950 to 6035.
Action Item: The City will send proposed updates to Mn /DOT to update the FRA Inventory.
Action Item: The City will design a median attempting to meet minimum standards on either
side of the crossing.
Improvement Impacts:
As shown on Figure 2— Option 1 the minimum length median that would be considered as
an Alternate Safety Measure (ASM) of 60 feet creates a 3 /4 access at the Brazil Avenue /145
Street intersection eliminating a left out from Brazil Avenue. An ASM requires additional
FRA approvals prior to QZ designation. Prior to the diagnostic team review it was Staffs

understanding that a 60 -foot median from the edge of the track would be sufficient. It was
later determined by the stakeholders that the median is measured from the arm location and
that the nose of the median is not included. Due to this, a 60 -foot median does affect the
Brazil Avenue intersection. Thus a 100' median (as shown on Figure 3 Option is
proposed as a Supplemental Safety Measure (SSM), which in turn, should ensure approval by
the FRA for a QZ designation but eliminates a left in and left out turning movement at the
intersection. Another alternate option is to propose a quad -gate system which includes
crossing gates on both sides of the tracks in both east bound and west bound directions
which is shown on Figure 4 Option 3. This option however is the most costly at an
estimated cost of approximately $310,000 to $420,000.
Improvement Costs Option 1:
Installation of 1 5 -foot wide and 60 feet long median, 1 5 -foot wide and 100 feet long
median, 1 "pork chop" median and Striping: $46,900
Indirect Cost for Surface Improvements: $14,100

Crossing 6: Biscayne Avenue
o Biscayne Avenue has three lanes at the railroad crossing.
o The crossing contains a signal with single gates but will need to be updated to a constant
warning system at the City's cost to establish a QZ.

o A path is located on the north side of the crossing.
o A school is currently under construction just south of the crossing. The school has a driveway
entrance within 100 feet of the railroad crossing.
o The following improvements were suggested to improve the crossing safety on the south side
of the crossing:
Install a median 100 feet in length and modify the driveway access into a right -in
right -out.
Install an additional gate on the south side of the crossing to prevent traffic from
driving around the gates.
Move the driveway access to a different location.
Action Item: The City will investigate ways to design a median a minimum of 100 feet in length
on either side of the crossing. Since the diagnostic team meeting, Staff has met
with ISD 917 and a 100' median length and creating the north driveway access
into right -in, right -out as an acceptable improvement. ISD 917 is in favor of a
QZ and will be installing a fence and berm along the railroad corridor to further
screen the tracks which was a concern of the FRA and the Union Pacific Railroad.
The proposed improvements are shown on Figure 5.
Action Item: The City will send a letter to Union Pacific Railroad requesting that the crossing at
Biscayne Avenue be upgraded to a constant warning system. At this time, Union
Pacific Railroad will be authorized to begin the engineering design and cost
estimating the system updates for the crossing.

Crossing 7: Akron Avenue
o Currently a gravel roadway with stop signs.
o Crossing improvements are scheduled for Fall 2008 which includes gates and median.
Improvements will meet the requirements to establish a QZ.
o The Number of Highway Vehicles per Day in the FRA Inventory will need to be updated
from 350 to 435.
o The Present Warning Device in the FRA Inventory will need to be updated from Stop Signs
to Gates upon completion of the improvements.
o The train horn will still sound for the railroad crossing at Bonaire Path
Improvement Costs:
Improvements to crossing are to be made as part of the Akron Avenue Trunk Utility and
Railroad Improvements Project.
