Robert Street Corridor Transit Feasibility StudyAGENDA ITEM: Robert Street Corridor Transit Feasibility Study AGENDA SECTION: Discussion PREPARED BY: Eric Zweber; Senior Planner AGENDA NO. 2•L- ATTACHMENTS: Long Term Corridor Vision Map APPROVED BY: IM, RECOMMENDED ACTION: Discussion 4 ROSEMOUNT CITY COUNCIL City Council Work Session: May 14, 2008 EXEeUTIVE SUMMARY BACKGROUND In 2006, the Minnesota Legislature provided funding to study the potential of transit from the Union Depot in St. Paul to County Road 42. Over the last year, City staff has been working with the other members of the technical advisory committee (TAC) to determine the most appropriate transit corridor between downtown St. Paul and Rosemount. The transit study also included a steering committee (on which Rosemount was represented by Larry Laukka) and a series of public open houses. The long term recommendation from the TAC is a transitway (potentially light rail) from the Union Depot along US HWY 52 to I494, along I494 to MN HWY 149, along MN HWY 149 to MN HWY 3, then along the Progress rail line east of MN HWY 3 to downtown Rosemount and potentially to UMore Park. A map of the long term corridor vision is attached to this summary. Sam O'Connell from the Dakota County Office of Transit and Rick Nau of URS will be in attendance to provide a 15 minute presentation on the study and address any questions. c(K C 1in Sam O'Connell, AICP Transit Specialist Dakota County Study Purpose Develop a long term vision for transit servi the corridor that: Responds to transportation issues and chat Provides information to assist decision makes address both land use and transportation isa support a transit investment Guides short term transit improvements that practical, realistic and cost effective 1 Study Area Diverse Transit Markets Commuters All -day Transit Needs Students Elderly /People with Disabilities Zero Car Households 2 Express Bus Streetcars Bus Rapid Transit Light Rail Transit Commuter Rail Open Houses Focus Groups Newsletters Web Site Articles Presentations to Stakeholders Groups Presentations to City Councils 3 Study Recommendations: Establish E -W routes: TH 55 Express, TH 52 (Express Service) TH 110, Yankee Doodle /80th Street, CSAH 42 (Limited Stop Service) Provide limited stop service on Robert serving Thomson Reuters and Inver Hills Community College Provide scheduled transit service to Rosemount Study Recommendations: Develop new transit centers Dakota County Northern Service C ,E Vicinity of Thomson Reuters Inver Hills Community College Implement transit supportive guid and development along the potenti transitway Continue to evaluate streetcar on Robert Street and transitway align LJ 4 Potential Transit Corridor Dovolopnrsrd Tirrotires •oudnir+st Patch Regional Transitway Dever The colons eons represent the estimated aoralon of each stop N the process M M.m.Y Analyst.
