City Council Special Work Session: May 14, 2008
EXECUTIVE SUMMARY
At the April 28t work session, City Council Members met with representatives of the Brimeyer Group
to begin discussions about the City Administrator search process. This evening, Richard Fursman will
be present to set the final search schedule /timetable and discuss the protocol for the interview process.
In addition, he is available to answer any other questions that Council Members may have about the
process.
Mr. Fursman will also be present at the May 20t City Council meeting to present and obtain approval
for the position profile. Once the profile is approved by Council, he will begin advertisement of the
position announcement.

City Administrator Position Profile
The City of Rosemount, located in Dakota County, is a southern suburb of the Twin Cities Metropolitan
Area. As one of the few metro suburbs that grew from an older, stand -alone community, Rosemount has
remained a close -knit community that is in touch with an urban environment. Through thoughtful
planning, the city has combined industry and agriculture businesses with a rapidly growing residential
community to provide an excellent environment in which to live and work.
Community Growth and Development
Rosemount has enjoyed tremendous population growth over the last two decades, with an increase from
8,622 residents in 1990 to the current estimate of 22,397. The western part of the city is comprised of an
expanding residential community with an older, yet vital, commercial center at its heart. A strong, united
business community has been achieved through the activity and cooperation of local business, the city,
the Chamber of Commerce and other civic organizations. More than 500 acres of industrial and
commercial zoned land have been reserved for development. Environment and open space are also key
considerations as the city partners with the Minnesota DNR and Dakota County on preservation
activities.
The eastern one -third of the city is defined largely as heavily industrial and businesses include Flint Hills
Resources (formerly Koch Refinery), SKB (industrial waste containment facility), Spectro Alloys, and CF
Industries. The western one -third of the city contains businesses and the regional headquarters for the
National Guard. An 80 -acre business park is home to a number of large employers including Cannon
Equipment, Geometrix, and Webb Business Promotions, Inc. The city has made a significant investment
in supporting infrastructure, which topped $37 million from 2004 to 2006.
The City Council and the Rosemount Port Authority continue their efforts to attract more retail and
commercial development. The Port Authority has completed the purchase of land for the first phase of
the revitalization of the Historic Downtown. Additional planning is underway for further residential
expansion and commercial development in the County Road 42 and US52 corridors.
Acquisition of the St. Joseph's church campus has provided the city with an outstanding site for the new
branch of the Dakota County Library System. The library will open in 2009 and as the campus
redevelops, will serve as the focal point of the downtown renewal. Additionally, Flint Hills Resources has
donated 57 centrally located acres to the City for the development of an outdoor recreation complex.
Parks and Recreation
The Amphitheater in Central Park has tiered
seating for up to 2000 people. The City's network
of sidewalks and walking trails is constantly
expanding.
Rain Garden
The indoor regulation size ice rink is available for hockey and
broomball practice, games or tournaments, figure skating
programs and ice skating lessons.
The City of Rosemount provides residents with a
variety of recreational opportunities through a
developing park system that currently
encompasses over 300 acres. Amenities include
athletic facilities, trails, open space, playgrounds,
skate -park, picnic shelters, and other special -use
facilities. The City currently owns and operates 24
parks. Bordered by the scenic Mississippi River,
Rosemount also contains 270 acres of the Spring
Lake Regional Park Preserve.
The Rosemount Community Center/ Ice Arena
offers a Banquet Room, that seats up to 300
people and an Auditorium with theater seating for
350. The Gymnasium is available for a variety of
activities and large receptions for up to 500
people.
Education
Education is a priority in Rosemount. Award winning public and private schools provide both children
and adults with educational opportunities. Independent School District 196 serves the Rosemount
Apple Valley Eagan area and is headquartered in Rosemount. District 196 is the second largest school
district in Minnesota, with more than 28,000 students in grades K -12. It is the largest employer in
Rosemount with approximately 4000 employees. The District consists of 18 elementary schools, 6 middle
schools, and 4 senior high schools. Of these schools, two elementary schools, one middle school, and
one senior high are located in the City of Rosemount. There are several non -public schools in and around
the City that also offer education for preschool through grade 12.
The Dakota County Technical College is located in Rosemount. The college serves almost 15,000
students per year with nearly 5,000 students enrolled in regular credit courses and 10,000 students
enrolled in customized training hour -based courses. An extensive adult education program is also
offered.
The Organization
The City of Rosemount became a statutory city in January 1975. The City has a Mayor /Council form of
government with the four Councilmembers being elected to overlapping four -year terms of office. The
Mayor is elected to a four year term.
The Port Authority was established in 1991 and is charged with the responsibility of carrying out
economic and industrial development and redevelopment in accordance with policies established by the
City Council. The Port Authority board consists of seven members, with all Council members sitting on
the Authority unless they specifically decline. Presently there are four members of the Council and three
citizens at -large on the Port Authority. Boards and commissions advising the City Council include, but
are not limited to, the Planning Commission, Parks and Recreation Commission, and the Utility
Commission.
The City employs 81 FT and 163 PT employees. The 2008 General Fund Budget is $10.6 million.
City Services
Police protection is provided with 22 full-time officers. Fire services are provided by a department
comprised of 40 paid -on -call firefighters and a part -time Fire Chief. Dispatching and 911 services are
provided by the Dakota Communications Center (DCC) a joint public safety project established by a
partnership between 11 cities and Dakota County.
Municipal water, sanitary sewer and storm water services are provided to all developed areas of the city.
The municipal water source consists of 8 wells with 4 water towers. The city maintains sewer laterals
connecting to facilities of the Metropolitan Council.
The Position
The Chief Administrative Officer is the City Administrator who is appointed by and serves at the
discretion of the City Council. Under the direct supervision of the City Administrator are the Assistant
City Administrator, City Engineer (consulting), Finance Director, Community Development Director,
Chief of Police, Fire Chief, Operation Superintendent and Parks and Recreation Director.
Specific Duties Include
Management of City Funds and Assets and coordination with Department Heads in the development
and administration of the annual operating budget.
Plan and carry out all Capital Improvement projects.
Provide leadership in the development of short and long range goals established by the City Council
and city staff.
Responsible for the enforcement of all ordinances, regulations and policies of local, state and federal
government affecting the city.
Coordinate with department directors regarding salary adjustments, hiring, firing, promotion and
demotion of all employees.
Negotiate contracts with unions
Serve as the Executive Director of the Port Authority.
Actively participate in civic and professional management organizations.
Background and Experience
Candidates for the City Administrator position should possess a Bachelor's Degree (Master's preferred)
in Public Administration, Business Administration or closely related field plus a minimum of six years
experience in municipal management.
The ideally qualified candidate will possess:
Strong background in Economic Development and Redevelopment activities including Downtown
Revitalization.
Development of Public Policy Input experience.
Experience with Personnel Issues /Development including performance evaluation, staff
development, team building, and labor union activities including contract negotiations.
Budget Policy and Structure experience tied to Strategic Planning.
Formal Reporting and Liaison experience with Elected Officials.
Experience in strategic planning.
Knowledge of growth issues including Annexation, Sustainable Development, and Transportation.
Background in working cooperatively with other governmental entities.
History of Involvement in Professional and Community Organizations.
Management Capabilities
Take the necessary time to meet with staff and learn their roles.
Take an active role in guiding policy making.
Be willing to deal with issues that may produce conflict.
Be attentive to issues before they become disruptive.
Be collaborative, yet decisive.
Pick a process and proceed with priorities.
Consider options and opinions presented by Department Heads. Delegate and allow Department
Heads to take the lead.
Make a strong effort to keep Department Heads and Council. informed.
Become connected and have a strong commitment to the betterment of the community.
Maintain partnerships with Dakota County and the cities within.

Monitor and Planning Assistance to U -More Park development (a 5000 acre [3,200 in Rosemount]
parcel owned by the University of Minnesota available for a planned development). This ongoing
project is in its planning stage and will require a significant time commitment in the coming years.
Examine efficiencies of present technical systems and explore options to update and expand the use
of technology in city hall.
Refine the employee performance evaluation process.
Review staffing and service levels with an eye to contracting for necessary services.
