ISSUE:
Adopt a resolution receiving plans and specifications and authorizing advertisement for bids for the Brazil
Avenue Bituminous Trail Improvements, City Project No. ENG 134.
BACKGROUND:
On September 18, 2007, Council authorized the preparation of plans and specifications for the above
referenced project. The plans and specifications address the construction of off -road trail improvements
that provides an early first phase in the proposed Rosemount Interpretive Trail Corridor, which when
completed would connect downtown Rosemount with the Spring Lake Park Reserve on the Mississippi
River. The project consists of approximately 1/2 mile of 10 -foot wide off -road bituminous path and is
located west of Brazil Avenue, south of Connemara Trail and is comprised of two segments. The first
segment lies within the northern area of Erickson Park and provides a connection for bikers, pedestrians
and other non motorized users from the existing Koch Trail to Brazil Avenue. The second segment
provides a connection from the intersection of Brazil Trail with Upper 138t Street, immediately east of the
Rosemount Woods mobile home park, through to the existing trail adjacent to the south side of
Connemara Trail. The location of the proposed improvements is illustrated on the attached map.
The Parks and Recreation Department is planning to fund the improvements using a combination of
different sources, including $30,000 from a 2007 Supplemental Environmental Project (SEP) grant from
the MPCA, $25,000 from the MPCA for the mercury incident, with the remainder covered by the park
improvement fund.
A copy of the plans and specifications is on file in the Engineering Department.
SUMMARY:
Staff recommends that Council receive the plans and specifications and authorize the advertising of bid for
the project.

RESOLUTION 2008
A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
THE BRAZIL AVENUE TRAIL IMPROVEMENTS
ENG 134
WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications
for the Brazil Avenue Trail Improvements, ENG 134, and such plans and specifications have been presented to
this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City
Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Construction
Bulletin an advertisement for bids upon the making of such improvements under such approved plans
and specifications for ENG 134.
3. The advertisement shall be published in each of said publications at least once not less than three (3)
weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will be
publicly opened on at o'clock a.m. at the Rosemount City Hall in
said City and that no bids will be considered unless sealed and filed with the City Clerk and
accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for
five (5 percent of the amount of such bid.
