ISSUE
The City of Rosemount and AFSCME, Local No. 3857 have negotiated in good -faith and have come to a
tentative agreement
BACKGROUND
Negotiations with the AFSCME union have been completed for a 2008 through 2009 contract. The
Collective Bargaining Unit and City have reached a tentative agreement on the following items:
1. Article 21.2, Vacation
Add a second tier to the maximum vacation accrual:
Zero (0) through ten (10) years of service: (240 hours)
Eleven (11) years of service and above: (280 hours)
2. Article 24.1, Group Health Insurance
Add the following language:
VEBA Contribution. The Employer shall contribute $530.00 into the employee's VEBA
account in January of each year of the contract. Employees hired after January 31 will
receive a prorated amount. This contribution shall cease at the time that the City no longer
participates in the VEBA #830 Plan. If the deductible increases in 2009, the Employer
shall contribute an amount equal to $530 plus 100% of the single deductible increase.
3. Article 29 Part-Time Employee Benefits.
Clarify the Article language to read as follows:
ARTICLE 29 PART -TIME EMPLOYEE BENEFITS
29.1 Employees regularly scheduled, on a continual yearly basis, thirty hours per week or more,
but less than forty, will receive the same Vacation (Article 21), Holiday (Article 22), Sick
(Article 23), Severance (Article 25) and Funeral Leave (Article 27) benefits as full-time
employees, exception as specifically defined below. All terms of use defined in the five
articles listed above shall apply equally to both full -time and part -time employees even if
the term specifically references full -time employees.
29.2 Part-time employees shall earn seventy -five (75) percent of the Vacation, Holiday, and Sick
hours earned by full -time employees.
29.2 Provided the employee is normally scheduled to work the day of the holiday, employees
regularly scheduled on a continual yearly basis thirty hours per week or more, but less than
forty, will receive an accrual rate of 75% of full-time accrual rates for holiday pay.
29.3 When a formula is used to determine the amount of either sick leave buy -back or severance
paid, the formula shall apply equally to both full-time and part -time employees.
29.4 All part-time employees may accumulate vacation accrual based on years of service to a
maximum prescribed in the following schedule:
Zero (0) through ten (10) years of service: (180 Hours)
Eleven (11) years of service and above: (210 Hours)
4. Article 31, Duration
Two year contract: 2008 2009.
5. Appendix A Wages
2008: 2% on January 1, 2% on July 1
2009: 2% on January 1, 2% on July 1
SUMMARY
On January 28, the AFSME members voted and approved these contract changes. The changes that have
been made to the contract are comparable with other "Stanton 6" communities. Therefore, it is requested
that Council approve the labor agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit
for the years 2008 through 2009 and to authorize the necessary signatures.
