ISSUE:
Receive bids and award contract for the Akron Avenue Trunk Utility & Railroad Improvements, City
Project #417.
BACKGROUND:
On Wednesday, July 30, 2008, seven bids were received for this project and read aloud publicly with
LaTour Construction, Inc. of Maple Lake, Minnesota being the low bidder at $3,102,181.66.
This project includes the extension of trunk sanitary sewer and water facilities along Akron Avenue to
provide service in anticipation of future development. Additionally, this project includes improvements of
the at -grade railroad crossing on Akron Avenue and the construction of a Metropolitan Council
Environmental Services (MCES) sewer interceptor line.
This project will be funded with City, County, Mn /DOT and MCES funds. The City's share will be
funded from the Street CIP, the water core fund, and the sanitary core fund.
SUMMARY:
Staff recommends adopting the attached resolution receiving the bids and awarding the contract to
LaTour Construction, Inc. of Maple Lake, Minnesota in the amount of $3,102,181.66.

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE AKRON AVENUE TRUNK UTILITY AND RAILROAD IMPROVEMENTS
CITY PROJECT #417
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of the Akron Avenue Trunk Utility and Railroad Improvements are
hereby received and tabulated.
2. The bid of LaTour Construction, Inc. in the amount of $3,102,181.66 for the construction
of said improvements are in accordance with the plans and specifications and advertisement
for bids, and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of the successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.

Bids were received for the above - referenced project on Wednesday, July 30, 2008, and were
opened and read aloud. A total of seven bids were received. The bids were checked for
mathematical accuracy and tabulated. The Engineer's Estimate was $3,115,021.25. Please find
enclosed the bid tabulation indicating the low bidder as LaTour Construction, Inc., Maple Lake,
Minnesota, in the amount of $3,102,181.66.
We recommend that the City Council consider these bids and award a contract to LaTour
Contracting, Inc., based on the results of the bids received.

upon securing all necessary right -of -way.
3. Upon securing all necessary right -of -way, the Mayor and Clerk are authorized and directed to
enter into a contract with said bidder for the construction of said improvements for and on
behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of the successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.
