The applicant, U.S. Homes Corporation (Lennar), requests approval of a Minor Planned Unit Development
(PUD) amendment to add a new housing product to the existing Glendalough PUD. By Ordinance City
staff can approve minor amendments however, because the PUD agreement is a contract between the
developer and the City, Council approval is required. Therefore this item has been reviewed by staff and
recommended for approval but has not been reviewed by the Planning Commission, consistent with the
process outlined in the ordinance. The amendment would add a third garage stall version of the Ramsey
product in Prairie style to the list of approved homes in the Evermoor Glendalough neighborhood. The
two garage stall version of the Ramsey product was approved by the City Council in December of 2007.
BACKGROUND
Last December, the City Council approved a Minor Amendment to the Evermoor Planned Unit
Development (PUD) agreement to exchanging three (3) previously approved housing products (the
Colonist, Bungalow, and Farmhouse from the Homestead series) for three (3) new products (the Ramsey,
Sibley, and Longfellow). Lennar requested this exchange because the Colonist, Bungalow and Farmhouse
products were not selling well. Now, Lennar requests approval of another minor PUD amendment to add a
third garage stall version of the Ramsey product in Prairie style (see attached) to the list of approved homes
for the Evermoor Glendalough neighborhood.
Initially, Lennar submitted the third garage stall version of the Ramsey product in Craftsman style (see
attached). After reviewing this elevation, Councilmember Shoe Corrigan raised concerns that the proposed
design was inconsistent with the original spirit and intent of the Evermoor (Glendalough) PUD because it
did not de- emphasize the garage. After learning of Councilmember Shoe Corrigan's concerns, Lennar
requested the item be pulled from the November 5, 2008 meeting to allow time to address these concerns.
Since then, Councilmember Shoe Corrigan and Planner Jason Lindahl met with representatives of Lennar to
review the proposed plan. During that meeting, Councilmember Shoe Corrigan emphasized that the City is
committed to preserving the original spirit and intent of the Glendalough PUD agreement. To that end, she
stressed that any new home products approved by the City Council will be subject to all the performance
standards (including but not limited to architecture, garage placement, setbacks and lot coverage) for the
other homes within the Glendalough neighborhood. In addition, it was recommended that the Ramsey
product must include the following three architectural characteristics: (1) Roof lines that emphasize the
living area portion of the house and de- emphasize the garage portion (2) front porches shall have
ornamental accents including, but not limited to, columns with a base of brick or stone, and (3) front doors
shall be accented by transoms or sidelights.
In response to this meeting, Lennar has submitted revised housing plans consistent with the architectural
guidelines outlined above. In addition to these plans, the applicant has submitted a detailed Glendalough
Impervious Surface Analysis for the third garage stall Ramsey product (see attached). According to this
information, the third garage stall Ramsey product along with the associated garage, driveway and porch
amount to 2,685 square feet of impervious surface. By comparison, the smallest lot remaining in
Glendalough is 9,750 square feet in size. Therefore, placing the third garage stall Ramsey product on the
smallest lot remaining in Glendalough would produce an impervious surface coverage of approximately 28
percent. This is under the 35 percent maximum impervious surface coverage standard.
CONCLUSION RECOMMENDATION
Staff recommends approval of a Minor Amendment to the Evermoor Planned Unit Development (PUD)
Agreement to add the thud garage stall version of the Ramsey product in Prairie style to the list of approved
homes in the Evermoor Glendalough neighborhood. This approval is only for the Prairie style of the
Ramsey product. Any other architectural styles of the Ramsey product or other home products will require
separate approval by the City Council. In addition, it should be noted that, if approved by the City Council,
the new third garage stall version of the Ramsey product in Prairie style will be subject to all the performance

CALL TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Rosemount City Council
was duly held on Tuesday, December 18, 2007, at 7:30 p.m. in the Council Chambers at City
Hall, 2875 145 Street West.
Mayor Droste called the meeting to order with Council Members Baxter, DeBettignies and
Sterner attending. Council Member Shoe Corrigan was absent. Staff members present
included City Administrator Verbrugge, Director of Parks and Recreation Schultz, Finance
Director May, Police Chief Kalstabakken, Community Development Director Lindquist,
Assistant City Administrator Foster, City Engineer Brotzler, Project Engineer Dawley, City
Attorney LeFevere, Communications Coordinator Cox and City Clerk Domeier. The Pledge
of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Verbrugge stated there was additional information for item 9.d. Mayor
Droste added that he would provide an update on the Livable Communities Grant as item
5.a.

DEPARTMENTAL REPORTS /BUSINESS
5.a. Livable Communities Grant
Mayor Droste announced that on December 12 the City of Rosemount received a grant for
over $1.5 million dollars. The LCA was created by the State legislature in 1995 to be
administered by the Met Council. The LCA provides funding to communities to reinvest in
their communities. He provided more background on the LCA program and grants.
Mayor Droste stated the grant will be used on the Downtown project. He thanked
Community Development Director Lindquist, City Engineer Brotzler, Communications
Coordinator Cox and Senior Planner Zweber for putting together the grant application. He
noted that most of the money would go towards infrastructure costs in the Downtown. He
stated the City was very appreciative of the Met Council's approval.

6.h. Transfer of Deputy Registrar Office to Dakota County
Council Member Sterner stated he was not comfortable supporting the moving of the
Deputy Registrar's office. He stated at City Hall they do a good job of offering customer
service and that it brings in revenue for the City.
Finance Director May stated that the Deputy Registrar services have been provided at City
Hall for over 20 years. In that time, citizens have approached the City about buying the
business. The only way to transfer the title would be to another government agency since
the State would not allow a private enterprise to take it over. He stated the service has never
been a money maker but has been a benefit to residents. Once the service is allowed at the
new library residents will be able to renew their driver's licenses which is a benefit currently
not offered in Rosemount.
A MINOR AMENDMENT TO PLANNED UNIT DEVELOPMENT AGREEMENT
ADDING THE THIRD GARAGE STALL VERSION OF THE RAMSEY PRODUCT IN
PRAIRIE STYLE TO THE LIST OF APPROVED HOMES IN THE EVERMOOR
GLENDALOUGH NEIGHBORHOOD
THIS DECLARATION made this 2 day of December, 2008, by and between U.S.
HOMES CORPORATION,
(hereinafter referred to as the "Declarant and the CITY OF ROSEMOUNT, a Minnesota
municipal corporation (hereinafter referred to as the "City
WHEREAS, Declarant is the owner of the real property described on Attachment One,
attached hereto and made a part hereof (hereinafter referred to as the "Subject Properties and
WHEREAS, the Subject Property is subject to a Planned Unit Development Agreement,
"Planned Unit Agreement Evermoor dated June 20, 2000, and recorded with the Dakota
County Recorder as document number on (hereinafter
referred to as the "Planned Unit Development Agreement and
WHEREAS, Declarant wishes to amend the Planned Unit Development Agreement as
hereinafter provided, which amendment has been approved and consented to by the City of
Rosemount, acting through its City Council, as evidenced by the duly authorized signatures of its
officers affixed hereto.
NOW, THEREFORE, the Declarant declares that the Subject Property is, and shall be,
held, transferred, sold, conveyed and occupied subject to the covenants, conditions, and
restrictions, hereinafter set forth.
1. The use and development of the Subject Property shall conform to the Planned Unit
Development Agreement except as modified herein.
A. The list of permitted housing plans for the Planned Unit Development Agreement
is amended to add the following home product:

2. This elevation shall include the following architectural characteristics: (1)

stone, and (3) front doors shall be accented by transoms or sidelights.
1. Except as modified by paragraph 1 of this Amendment, the Planned Unit Development
Agreement shall remain in full force and effect.
2. The obligations and restrictions of this Amendment run with the land of the Subject
Property and shall be enforceable against the Declarant, its successors and assigns, by the
City of Rosemount acting through its City Council. This Amendment may be amended
from time to time by a written amendment executed by the City and the owner or owners
of the lot or lots to be affected by said amendment.

Sidewalks and Trails
This neighborhood is relatively self-contained and, as such, the trails shall remain private.
Sidewalks along Connemara Trail and Street A will be constructed in the right -of -way and
become city sidewalks.
'Glendalough (Traditional Neighborhood)
This neighborhood is intended to recapture early 20th century housing and neighborhood
character. Houses will be custom built with porches oriented 'to the streets and an intimate
setback in the front yard. Garages will be de- emphasized with rear or side yard placement and
doors oriented at a perpendicular to the street wherever possible. Housing styles shall be
consistent with drawings labeled "Traditional Homes of Evermoor" attached hereto as Exhibits
41, 42, 43 and 44 and made a part hereof. Garages will be recessed a minimum of four feet from
the front elevation of the principal structure, or set at a perpendicular to the street.

Parks Open Space
All of the open space associated with Glendalough shall be privately owned and maintained by
the homeowner association because it functions primarily as buffer for the neighborhood.
Outlots JJ, KK, LL and NN are "vest pocket parks" which serve as the collective front yards for
the neighborhoods. These shall also be private.
While there are no protected wetlands in this neighborhood, easements for the storm water
ponding areas shall be deeded to the City.
Sidewalks and Trails
The trail which traverses Outlot 00 and ultimately connects Street A to Dodd Blvd. shall be
located in a 12' ft. wide trail easement.
Roundstone (Coach Townhomes)
This townhouse neighborhood will have the highest density of the development excluding the
future senior housing. Thirteen buildings will be row style, and five buildings will be double
loaded. Housing styles shall be consistent with drawings labeled• "Coach Townhomes of
Evermoor" attached hereto as Exhibit 48 and made a part hereof. All parking shall.be restricted
to driveways or common parking spaces.

Thank you for your preliminary review of the Ramsey; 3 -stall plan in the Craftsman elevation. The plan submitted
represents a brand new product based on existing architecture. Lennar is very excited about the new design and
feel it will attract the attention of new home buyers. At this time, and based on the challenges facing today's
housing market, we have made the decision not to commit the expense of creating drawings of the Ramsey; 3-
stall plan in the cottage, folk, and prairie elevations that are also offered in Glendalough with two garage stalls.
Our intent is to carry the same design principals throughout the elevations and request the approval of all four
with our Minor PUD amendment application. Please allow this email to serve as Lennar's guarantee that only the
'theme" of the exterior will change from elevation to elevation and that the actual design of the home will not

OF THE RAMSEY PRODUCT IN PRAIRIE STYLE TO THE LIST OF APPROVED
HOMES IN THE EVERMOOR GLENDALOUGH NEIGHBORHOOD
U.S. HOME CORPORATION (LENNAR)
WHEREAS, the Community Development Department of the City of Rosemount received an
application from U.S. Home Corporation (Lennar) requesting PUD Minor Amendment approval
concerning the Subject Property, legally described on Attachment One; and
WHEREAS, the amendment would add the third garage stall version of the Ramsey product in Prairie
style to the list of approved homes in the Evermoor Glendalough neighborhood, subject to conditions;
and
WHEREAS, on December 18, 2007 the City Council approved a minor amendment to the Evermoor
Planned Unit Development (PUD) agreement allowing the two stall version of the Ramsey housing
products based on the finding that it was acceptable under the original terms and characteristics for
homes in the Glendalough neighborhood as detailed in the Glendalough section of the Evermoor
Planned Unit Development agreement; and
WHEREAS, since the Ramsey housing product in Prairie style was found acceptable under the original
terms and characteristics for homes in the Glendalough neighborhood, this application may be
processed as a minor amendment to the planned unit development (PUD) agreement and
WHEREAS, minor amendments to a planned unit development (PUD) agreement may be
reviewed and approved by the City Council without a public hearing before the Planning
Commission; and
WHEREAS, on December 2, 2008, the City Council of the City of Rosemount reviewed the
application and agreed with staff's recommendation for approval;
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
