The applicant, Centex Homes, requests approval of a minor amendment to the Evermoor Planned Unit
Development (PUD). This amendment will add a new builder (Centex Homes) and two new home styles to
the Glendalough neighborhood. A copy of the amendment detailing the proposed changes is attached for
your review. This amendment is considered minor because the new homes proposed by Centex are
considered consistent with the original intent of the Evermoor Glendalough PUD.
BACKGROUND
As you may recall, in 2007 the City approved two minor PUD amendments for the Glendalough
setback changes. The setback changes stated that any dwelling unit, porch, or side loaded garage (garage
door oriented at a perpendicular to the front elevation of the dwelling unit) shall have a minimum front yard
setback of fifteen (15) feet consistent with the original PUD setback standards. Any front street facing
garage shall have a minimum front yard setback of twenty -four (24) feet. The street side yard setback on a
corner lot shall be a minimum of fifteen (15) feet. In no case shall a new home constructed on the Subject
Properties be setback more than five (5) feet from an existing adjacent home. These minor setback changes
were necessary to insure continuity in home placement throughout the Glendalough neighborhood as well as
sufficient area for parking vehicles in private driveways. Now, Lennar is seeking to work with Centex homes
to build out the remaining lots within Glendalough and diversify the housing products available in this
neighborhood.
ISSUE ANALYSIS
Centex Homes propose to add two new home styles to the Glendalough neighborhood. The homes in
question are the Bennett C and D and the Westhanpton C and D elevations. These elevations are attached
for your reference. According to the applicant, these products consist of 2,250 to 2,600 two story homes.
Each product is designed with four -sided architecture including an accent band board along with textured
siding, colors, window trims and some roofing features. The Bennett has a side loaded garage while the
Westhampton has a front facing garage setback at least 5' 11" from the front elevation of the house.
This amendment is considered minor because the new homes proposed by Centex are found to be
consistent with the original intent of the Evermoor Glendalough PUD. As a reminder, the original
standards for Glendalough call for the following architectural features:
1. Early 20 Century architecture.
2. Porches oriented to the street and intimate (reduced) setbacks.
3. De- emphasized garages with side or rear yard placement and doors oriented perpendicular to the street
whenever possible.
4. Garages will be recessed a minim of four (4) feet from the front elevation of the principal structure or
set perpendicular to the street.
5. Housing styles shall be consistent with the drawings labeled "Traditional Homes of Evermoor (see
attached).
The proposed homes will be subject to the other performance standards applicable to the rest of the R -1
district and the Glendalough neighborhood including, but not limited to, lot coverage and setbacks. After
reviewing each proposed home against the criteria listed above, staff finds the Bennett C and D as well as
the Westhampton C and D elevations consistent with the original intent of the Evermoor Glendalough
PUD.
CONCLUSION RECOMMENDATION
As noted above, staff processed this application as a minor amendment because the new homes proposed by
Centex are considered consistent with the original intent of the Evermoor Glendalough PUD. Given this,
staff recommends approval a minor PUD amendment to allow a new builder (Centex Homes) and two new
home styles in the Evermoor Glendalough neighborhood. A copy of the amendment detailing the proposed
changes is attached for your reference.

WHEREAS, the Community Development Department of the City of Rosemount received an
application from Centex Homes requesting a Minor Amendment to Planned Unit Development
agreement for Evermoor Glendalough concerning the Subject Property, legally described on
Exhibit A; and
WHEREAS, the amendment would allow a new builder (Centex Homes) and two new home styles to
the Glendalough neighborhood; and
WHEREAS, the two new housing products are found acceptable under the original terms and
characteristic for homes in the Glendalough neighborhood as detailed in the Glendalough section of the
Planned Unit Development Agreement:
WHEREAS, the new housing products are found acceptable under the original terms and
characteristics for homes in the Glendalough neighborhood, this application may be processed as a
minor amendment to the planned unit development; and
WHEREAS, minor amendments to the planned unit development may be reviewed and approved
by the City Council without a public hearing before the Planning Commission; and
WHEREAS, on May 20, 2008, the City Council of the City of Rosemount reviewed the application
and staff's recommendations.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves a Minor Amendment to the Planned Unit Development for Evermoor Glendalough,
subject to the execution of the Minor Amendment to the Planned Unit Development for Evermoor
Glenda lough Centex Homes.

A MINOR AMENDMENT TO THE PLANNED UNIT DEVELOPMENT
AGREEMENT FOR EVERMOOR GLENDALOUGH CENTEX HOMES
THIS DECLARATION made this 20 day of May, 2008, by and between CENTEX
HOMES CORPORATION and U.S. HOMES CORPORATION

referred to as the "Declarants and the CITY OF ROSEMOUNT, a Minnesota municipal
corporation (hereinafter referred to as the "City
WHEREAS, Declarants are the owner of the real property described on Attachment One,
attached hereto and made a part hereof (hereinafter referred to as the "Subject Properties and

"Planned Unit Agreement Evermoor dated June 20, 2000, and recorded with the Dakota
County Recorder as document number on (hereinafter

hereinafter provided, which amendment has been approved and consented to by the City of

NOW, THEREFORE, the Declarant declares that the Subject Property is, and shall be,
held, transferred, sold, conveyed and occupied subject to the covenants, conditions, and
restrictions, hereinafter set forth.
1. The use and development of the Subject Property shall conform to the Planned Unit
Development Agreement except as modified herein.
A. The list of permitted housing plans for the Planned Unit Development Agreement
is amended to add the following:

2. Except as modified by paragraph 1 of this Amendment, the Planned Unit Development
Agreement shall remain in full force and effect.
3. The obligations and restrictions of this Amendment run with the land of the Subject
Property and shall be enforceable against the Declarant, its successors and assigns, by the
City of Rosemount acting through its City Council. This Amendment may be amended
from time to time by a written amendment executed by the City and the owner or owners
of the lot or lots to be affected by said amendment.

Dear Jason Lindahl,
The house plans submitted along with our application consist of two story homes with square footages of
2250 square feet and 2600 square feet. Both plans axe designed with four sided architecture consisting of
elements including continuation of accent band board, texture, color, window tam and some roofing features.
The Bennett has a side load garage orientation while the Westhampton has a front facing garage setback from
the front plane of the home.
Centex is teaming with Leaner in the Glendalougb. neighborhood to diversify the product selection, increase

Sidewalks and Trails
This neighborhood is relatively self contained and, as such, the trails shall remain private.
Sidewalks along Connemara Trail and Street A will be constructed in the right -of -way and
become city sidewalks.
Glendalough (Traditional Neighborhood)
This neighborhood is intended to recapture early 20th century housing and neighborhood
character. Houses will be custom built with porches oriented to the streets and an intimate
setback in the front yard. Garages will be de- emphasized with rear or side yard placement and
doors oriented at a perpendicular to the street wherever possible. Housing styles shall be
consistent with drawings labeled "Traditional Homes of Evermoor" attached hereto as Exhibits
41, 42, 43 and 44 and made a part hereof. Garages will be recessed a minimum of four feet from
the front elevation of the principal structure, or set at a perpendicular to the street.

Parks Open Space
All of the open space associated with Glendalough shall be privately owned and maintained by
the homeowner association because it functions primarily as buffer for the neighborhood.
Outlots JJ, KK, LL and NN are "vest pocket parks" which serve as the collective front yards for
the neighborhoods. These shall also be private.
While there are no protected wetlands in this neighborhood, easements for the storm water
ponding areas shall be deeded to the City.
Sidewalks and Trails
The trail which traverses Outlot 00 and ultimately connects Street A to Dodd Blvd. shall be
located in a 12' ft. wide trail easement.
Roundstone (Coach Townhomes)
This townhouse neighborhood will have the highest density of the development excluding the
future senior housing. Thirteen buildings will be row style, and five buildings will be double
loaded. Housing styles shall be consistent with drawings labeled "Coach Townhomes of
Evermoor" attached hereto as Exhibit 48 and made a part hereof. All parking shall be restricted
to driveways or common parking spaces.
