ATTACHMENTS: Information Technology Coordinator Job APPROVED BY: Description RECOMMENDED ACTION: Motion to' Authorize Staff to Begin the Information chnology Coordinator Position Recruitment Process ISSUE During the 2008 budget discussions, a new Information Technology (IT) Coordinator position was requested and included in the budget BACKGROUND Currently, an outside consultant (CIT) is here 8 -10 hours per week. Finance Director Jeff May is responsible for managing the city's computer hardware, software, licenses, and networking, and serves as liaison between CIT and the City. A few city employees attempt to assist others when technical questions occur. Some tasks do not get done on a regular basis due to time constraints. Rosemount is one of the very few cities of our size in the metro area that does not have some type of IT position on staff. As technological demands grow, so does the need to address IT issues internally. In the past, city staff has attempted to work through the IT issues but has been increasingly frustrated by our inability to "speak the language" with the technical expertise necessary to make sound policy decisions. We are in need of a person who can work as a liaison to outside vendors, Dakota County, LOGIS, and the various departments within the City. This person would provide technical assistance, training, purchasing, networking, documentation and security as needed. This staff person would make recommendations and coordinate all IT activities. Our recent Technology Needs assessment from Elert and Associates echoes this recommendation to hire an internal staff person, while maintaining CIT in a consulting capacity through the end of 2008 as the new hire becomes comfortable with the systems. Staff envisions that CIT will continue to serve Rosemount on more of an as- needed basis beginning in 2009. In the past, the City has utilized the services of Ann Antonsen of Springsted (formerly of Labor Relations) to evaluate new job descriptions and assign comparable worth points to the position for the purpose of slotting positions within the City's compensation structure. Ms. Antonsen has reviewed this position description. Based on her review, as well as the internal comparison of this position to the established ranges for the GIS coordinator and the communications coordinator, staff recommends that the 2008 position pay range be $50,670- 65,134. SUMMARY Staff requests authorization to begin the IT recruitment process. CITY OF ROSEMOUNT DRAFT JOB DESCRIPTION March 2008 POSITION TITLE: IT Coordinator DEPARTMENT: Finance ACCOUNTABLE TO: Finance Director SUMMARY OF POSITION This highly responsible position will provide network administration for all computer services for the City. Design and manage the City's local and wide area networks and their components. Coordinate and address the information technology needs of all city departments, providing technical maintenance, security, user support, and network management for all information systems. Work with outside vendors to ensure system and user needs are met. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Administers the local area and wide area networks for the city. 2. Acts as liaison to outside vendors, LOGIS, Dakota County, and other external resources, agencies, and consultants. 3. Works with Dakota County implementing various county wide software applications. 4. Responsible for Data backups of all network servers. 5. Responsible for designing, implementing, and maintaining anti -virus and anti -spam solutions. 6. Monitors LAN and WAN to ensure the network is available to all users. Solves network problems as they occur. Is proactive with security, preventative maintenance, and software upgrades to reduce /eliminate problems. a. Responsible for designing the network infrastructure for all city departments. b. Acts as in -house computer system consultant by providing technical support for software, security updates, office automation, hardware and network problems. Defines problems, recommends, and implements solutions. 7. Provides or coordinates training for the various departments within the City and provides technical assistance as needed. 8. Keeps accurate documentation of network procedures, authorized users and city policies regarding information management and equipment use. 9. Keeps accurate inventories and recommends acquisition and /or replacement of all equipment, software and licenses. 10. Develops, implements, and maintains procedures and controls to provide accuracy, security, product quality, standardization and operational efficiency. Keeps abreast of changes in technology and recommends implementation where appropriate. 11. Installs and maintains hardware, software and peripherals. Coordinates all software and hardware conversions and upgrades for all departments. 12. Evaluates and recommends information technology hardware and software purchases and upgrades as needed. Installs and configures all City hardware and software for the various City departments. Manages and enforces software licensing agreements and policies. 13. Recommends and implements proper connectivity solutions for City -wide systems including the intranet. 14. Makes recommendations concerning the Information Technologies budget. 15. Develops and implements procedures to provide for standardization, accuracy, security and operational efficiency. 16.Ability to be on call to respond to IT emergency calls and work occasional hours outside of normal business activity as needed. 17. Performs other duties as apparent or assigned. MINIMUM QUALIFICATIONS 1. Bachelor's degree in computer technology or related field or equivalent experience /education; 2. Experience with Windows operating systems, and Microsoft Office applications; 3. Experience with a wide variety of software packages and applications; 4. Three to five years progressively responsible, related work experience; 5. Must have valid driver's license. DESIRABLE TRAINING AND EXPERIENCE 1. Previous experience in local government; 2. Certification as a Microsoft Certified System Engineer (MCSE) or Certified Cisco Network Administrator (CCNA). NECESSARY KNOWLEDGE, SKILLS AND ABILITIES 1. Knowledge of: Microsoft Windows operating systems for servers and computers; Network management, trouble- shooting, security, hardware and software needs, and reporting; Cisco internetworking; Microsoft Active Directory Design, Implementation, and Maintenance; Network Connectivity; Microsoft Exchange Server; Website, internet, intranet, e- commerce applications and administration; Wide variety of software applications including Word, Excel, Access; PC hardware and software installation, trouble- shooting, setup, configuration, repair and operation. 2. Ability to: Listen to others and understand their needs and situations; Train and /or coordinate training for PC users; Answer questions for software support; Troubleshoot error messages and equipment problems; Work independently, organize and prioritize duties and responsibilities when handling multiple tasks; Establish and maintain effective working relationships with City Council, City staff and the public; Support City goals and objectives; Maintain a customer service orientation; Manage routine maintenance and respond to network emergencies outside of regular business hours; Communicate effectively and tactfully in both written and oral form; Exercise initiative, discretion, and independent judgment; Work effectively under pressure to handle multiple tasks and meet deadlines. TOOLS AND EQUIPMENT General tools and equipment will include computer hardware, software, and peripherals, calculator, copy machine, fax machine, telephone, printer /scanner, etc. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position. The employee is frequently required to walk, sit, talk and hear. The employee is frequently required to use hands to finger, hand, feel or operate objects; and reach out with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel or crouch. The employee can occasionally be required to stand for extended periods of time. The employee must occasionally lift and /or move up to 25 pounds. Specific vision abilities required by this job include vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Noise level in the work environment is usually fairly quiet while in the office, although the ability to work with constant noise distractions is required.
